BACKGROUND: With the recent activation of the newly installed SCADA system, the system has been experiencing communication failures As detailed in the attached memorandum from Paul Kaeding, the source of the communication failures has been determined to be interference with the radio frequency that has been designated by representative companies of the FCC. The contractor is working to have a new radio frequency assigned to the City's SCADA system As a result of this additional work, an extension of the contract completion date is warranted The attached change order modifies the contract completion date from September 30, 2005 to November 11, 2005 There is no change in contract price as part of this change order Staff is requesting Council approval of Change Order #3 for the 2004 SCADA System, City Project #377 G \ENGPROJ \377 \ChangeOrder3CC10 -18 -05 doc KAEDING AND ASSOCIATES, 1NC. 7300 France Avenue South Suite 330 Minneapolis, Minnesota 55435 -4545 Phone. (952) 831 0317 MEMORANDUM TO: City ofR.,emount Attn: Mr. drew Br i er FROM: Paul Kaedi DATE: September 21, 2005 RE: City of Rosemount, Minnesota SCADA System E -Mail: into @kaeding tom Fax' (952) 831 -2179 Since the radio communication portion of the SCADA system was placed in service, there have been infrequent `communication failure" events. Initially, the conclusion was that the problem was a "software" glitch that caused a momentary interruption of communication to the various stations. The failures appear to occur during the early morning hours, but obtaining detailed information is difficult since the failures are infrequent. In the last several weeks US Filter has addressed the problem since the problem has recently been more frequent. Again, the analysis has been difficult due to the time the interruptions occur and the fact that it occurs infrequently. US Filter has switched several radios and has undertaken other steps, and it appears that equipment and software systems are not the underlying issue. A search of frequencies indicates the same frequency was assigned to a user in close proximity to the City, and to another user who generates a strong signal from the northern suburbs We have worked with US Filter by scanning the frequency assigned to the City and adjacent frequencies, and have noted signals that would potentially interfere with the Rosemount signal The conclusion based on the information available at this time is that there is interference on the frequency assigned to the City, and that the problem cannot be easily solved by trying to work with the interfering parties. The frequencies are assigned by companies that are designated by the FCC. The resolution is for US Filter to contact the FCC designated company and obtain a new frequency The radios will have to be reprogrammed for the new frequency We are hoping that the company that assigns frequencies will be able to do so in a short period of time, but the process can take up to four weeks. As a result, an extension in the contract period of about six weeks is requested and recommended. We trust this meets with your approval. If you have questions, please contact me.
