EXECUTIVE SUMMARY
ISSUE
The Fire Department has planned for a fire tanker vehicle in their CIP Budget. Bids were opened October
11, 2005, at 5.00 p.m. Council has the authonty to accept the bids and award the contract.
BACKGROUND
Two bids were received at the bid opening on Tuesday, October 11, 2005 from Midwest Fire Equipment
Repair Company, Inc. and Engle Fabncation Inc. The low bidder was Engle Fabrication Inc. with a
proposed Freightliner Chassis and apparatus body for the fire tanker. The majority of exceptions to the
specifications were for the construction steel to be 12 -gauge stainless steel instead of 10 -gauge fiber /steel.
Fire Department Captain Mike Reis formed a comrruttee to review the bid results. The members of the
Review Committee were Firefighters Brad Miller, Chris Dyson, Joe Gernts, Garr Nelson, Kevin Rambo
and Glen Snyder. The bid amount was within budget expectations. The exceptions did not change the
intent of the specifications. The Review Committee recommended awarding the bid to Engle Fabrication
Inc. in the amount of $131,357.
The Fire Department will put the new tanker in service as soon as it is delivered which should be in early
summer 2006. The new tanker has a water capacity of 2,500 gallons. The current fire tanker vehicle is 35
years old and holds 3,200 gallons of water for fire suppression when access to a water hydrant is not
possible. The old tanker vehicle is operational and will be retained for use as backup equipment.
SUMMARY
Staff recommends accepting the bid and awarding the contract for the fire tanker vehicle to Engle
Fabrication Inc. in the amount of $131,357.

Due to the design of our elliptical tank, we feel 12 gauge has sufficient strength and
durability using hydro formed heads and baffles.

Payment for the fire apparatus will require two checks, one to chassis dealer at the time
when chassis is received at Engle Fabrication Inc and one to Engle Fabrication when
completed unit is delivered to Rosemount Fire Department.
Section 1 Booster tank:

Tank shall be constructed using 12 -gauge type 304L stainless steel with full Urethane
interior tank coating instead of 10 and 7 gauge fiber /steel.

Shell of booster tank will be made of 12 gauge stainless steel instead of 10 gauge
fiber /steel

Heads of booster tank shall be made of 12 gauge stainless steel instead of 7 -gauge
fiber /steel

Baffles shall be 12 gauge stainless steel instead of 7 -gauge fiber /steel.
1.04
The sub -frame of the booster tank shall have 7 -gauge stainless steel frame rails with 12-
gauge stainless steel cross members and bolsters instead of 7 -gauge carbon steel
Section 3 dump valves and chutes:

Install one Newton model 1020 dump valve with 24" telescoping chute instead of model
1060 with 36" telescoping chute to fit behind apparatus panel with a stainless steel
trimmed opening.
Section 4 portable tank carrier:
4.01
Portable tank rack is to be constructed from 1 'h "round stainless tubing with slam lock
roll latches to hold in place when transporting The wind deflector shall be made using
16 -gauge stainless steel instead of 1/8" polished aluminum The rack will have two
horizontal grab bars at each end instead of one vertical grab bar.

Section 5 Apparatus body and components:

Polished aluminum half pipe molding shall be used instead of polished aluminum
fenderettes
5.03
2" X 1" aluminum rub rails instead of 3" X 1"
5.04
There shall be two toe eyes instead of one on rear of apparatus; due to reason we feel in
the event of needing to be pulled there is less chance of frame distortion.
Section 9 Electrical Equipment.

The electrical junction box shall be located in the chassis cab either in the center console
or under passenger seat not in front passenger compartment
Section 10. Emergency Siren lighting equipment:
