ACTION: CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION CITY COUNCIL MEETING DATE: April 19, 2005 BACKGROUND: Each year, based on development and the addition of streets, the City updates the mileage of the entire street system and certifies this information to the Municipal State Aid District Engineer. This is done as part of the City's Municipal State Aid (MSA) system Through a formula, City's are allocated a certain number of miles to designate as Municipal State Aid Streets, which makes that street eligible for receiving MSA funds for construction and maintenance. Adoption of the attached resolution by Council will allow the City of Rosemount to begin collecting MSA needs funding in 2005 for the additional street mileage. This year we will be revoking or removing one non existing street from the system due to development and reprioritization of the need for collector streets. The street being removed is Bacardi Avenue (non existing), north of Connemara Trail to 135 Street (County Road 38). The addition of non existing streets is in line with the proposed streets as developed for the proposed land use revisions east of Akron Avenue and north of CSAH 42. There is a total of 0.25 miles that is proposed to be revoked plus an additional 1.17 miles that Rosemount has received credit for this year for a total of 1.42 miles that could be added on to the MSAS system. The total amount of street mileage proposed to be added this year is 1.25 miles leaving 0.13 miles undesignated at this time With Council's authorization, Staff will submit the approved resolution to MnDOT for approval of the new street as shown on the attached map. SUMMARY: Staff recommends that the City Council adopt a resolution establishing State Aid Streets. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005 ATTEST: A RESOLUTION REVOKING MUNICIPAL STATE -AID STREETS WHEREAS, it appears to the City Council of the City of Rosemount that the roads hereinafter described as Municipal State -Aid Streets under the provisions of Minnesota Law; NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the roadways described as follows, to -wit: MSAS 111 Bacardi Avenue Connemara Trail to 135"' Street. (0.25 miles) be, and hereby is, revoked as Municipal State -Aid Streets of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration. ADOPTED this 19 day of April, 2005. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the roadways described as follows, to -wit. MSAS 129 142 Ave. —Akron Avenue (Dakota County Road 73) to MSAS 125 Audrey Avenue (0.75 miles) MSAS 130 Barbara Avenue MSAS 115 Connemara Trail to 135 Street East (0.50 miles) be, and hereby is established, located, and designated as Municipal State -Aid Streets of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration, and that upon his approval of the designation of said streets or portions thereof, that same be constructed, improved and maintained as Municipal State -Aid Streets of the City of Rosemount, to be numbered and known as the following Municipal State -Aid Streets: MSAS 129 142 Ave. —Akron Avenue (Dakota County Road 73) to MSAS 125 Audrey Avenue (0.75 miles) MSAS 130 Barbara Avenue MSAS 115 Connemara Trail to 135 Street East (0.50 miles) ADOPTED this 19 day of April, 2005.
