EXECUTIVE SUMMARY FOR ACTION
On April 8, 2005 two (2) bids were received and read aloud publicly for the Bacardi Water
Tower. The bids were then reviewed for accuracy and brought before the Utility Commission
meeting on April 11, 2005 for discussion, prior to making a recommendation
The base bid is for a 1,000,000- gallon water tower and the alternate bid is for a 1,500,000
gallon water tower. Both the base and alternate bids have a separate line item for paving the
access road and base around the proposed water tower that can be removed from the bid if
so desired by the City. The recommendation at the April 11,2005 Rosemount Utility
Commission Meeting was to move ahead with the alternate bid, 1,500,000 gallon tower with
or without the paving. Staff has determined that it would be more cost effective to not include
the paving of the access road and base around the water tower with the water tower contract
and complete it under a separate contract. With the pending construction of the fire station
and the plan for a combined access road, the completion of the access road and other site
improvements can be better coordinated with a separate project after the completion of the
fire station. Hence, it is recommended to award the contract for the alternate bid, a
1,500,000- gallon water tower, without the additional cost of paving.
The Utility Commission and Staff recommends receiving the bids and awarding the contract
to CB I Water for a 1,500,000- gallon in the amount of $2,257,700.00. Funding for the
project will require the sale of a bond scheduled to occur later this summer, with the bond to
be repaid with proceeds from the Water Core fund and Utility Fund.
WHEREAS, City Council hereby ratifies action of City Engineer to advertise for bids.
BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota, as
follows:

A RESOLUTION RECEIVING BIDS AND AWARDING CONTRACT
FOR BACARDI WATER TOWER
CITY PROJECT NO. 355
1. All bids on construction of Bacardi Water Tower have been received and
tabulated.
2. The bid of CB I Water, in the amount of $2,257,700, for the construction of said
improvements is in accordance with the plans and specifications and
advertisement for bids and is the lowest responsible bid and shall be and hereby
is accepted.
3. The Mayor and Clerk are hereby authorized and directed to enter into a contract
with said bidder for the construction of said improvements for and on behalf of
the City of Rosemount.
4. The City Clerk is hereby authorized and directed to return forthwith to all bidders
the deposits made with their bids, except that the deposit of all successful bidder
and the next two lowest bidders shall be retained until a contract has been
executed.
5. Award of the bid is contingent on the determination by the City Administrator that
all necessary rights -of -entry or easements by deed or dedication have been
secured for construction of the improvements

Dear Mayor and Council Members:
Bids were received for the above-referenced project on Friday April 8, 2005 and were opened and
read aloud. A total of two bids were received. The bids were checked for mathematical accuracy and
tabulated. Please find enclosed the bid tabulation indicating the low bidder as CB &I Water of Clive,
Iowa for the base bid and the alternate bid.
The base bid is for a 1,000,000 gallon water tower and the alternate bid is for a 1,500,000 gallon
water tower. In addition, the base and alternate bid contain a line item for paving that can be removed
from the bid if so desired by the City. At their meeting on April 11,2005, the Rosemount Utility
Commission authorized moving ahead with the alternate bid, 1,500,000 gallon tower with or without
the paving. It has been determined that paving will be done by the City at a later time. Therefore,
construction of the alternate bid, a 1,500,000 water tower, without the additional cost of paving is the
selected alternative,
We recommend that the City Council consider these bids and award a contract to CB &I Water for a
1,500,000 gallon tower with gravel within the limits of construction for $2,257,700.00.
