BACKGROUND:
On February 15, 2005, Council authorized the preparation of plans and specifications for the
above referenced project
The proposed improvements include street reconstruction, bituminous street overlay and
street rehabilitation. A brief review of the proposed improvements is as follows:
STREET RECONSTRUCTION

EXECUTIVE SUMMARY FOR ACTION
The reconstruction portion of this project will include the total reconstruction of approximately
1,200 feet of 30 -foot urban section streets along 146 Street West and a portion of Canada
Avenue, complete with bituminous paving and B -618 curb and gutter. Dodd Court is also
proposed for complete reconstruction, including approximately 400 feet of the existing 30 -foot
rural section road, as well as increasing the radius of the cul -de -sac from 35 feet to 45 feet, to
meet current standards for emergency vehicle turning radii.
The street overlay portion of the project will include the placement of a two -inch bituminous
layer on top of the existing bituminous along 130 Street West. Minor repairs to the existing
street section are proposed as necessary to create a level surface for bituminous placement
and to extend the useful life of the roadway.
STREET REHABILITATION
The street rehabilitation portion of this project will include in -place bituminous removal of
approximately 12,400 feet (2.3 miles) of 30 -foot to 32 -foot urban section streets, located in
the area east of Chippendale Avenue, between 145 Street West and 150 Street West
(County Road 42) Where it is deemed necessary, existing storm sewer and sanitary sewer
castings, as well as cracked or spalled concrete curb and gutter will be replaced.
PROPOSED ADDITIONS TO PROJECT
Since Council authorization for the preparation of plans and specifications for the said project,
two additional project areas have been identified for maintenance. These project areas are
included in the project documents as alternate bid schedules. Upon receipt of the bids, a
determination can be made to include both, one, or none of the alternate bids.
The first area that is proposed to be added includes the complete reconstruction of
approximately 1,000 linear feet of Darling Path west of Danville Avenue. The reconstruction
consists of curb and gutter replacement, and full depth bituminous and Class V base
replacement. Last fall, Staff was contacted by a property owner about a significant
settlement of the curb and gutter and street in front of their property. At that time, Staff
planned to repair this area this spring as a Public Works maintenance activity. Upon review
of the area this spring, it was observed that several areas along the street segment are
settled. It appears that the majority of these settlements occur where the sewer and water
service trenches are. Due to the significant amount of repair needed, Staff is recommending
that the full street segment be reconstructed rather than attempting to complete spot repairs
of the curb and gutter and street in multiple locations. The estimated cost for this alternate
bid schedule is $68,000. At the time that the bids are presented to Council, an estimated
cost to complete spot repairs in this area will be provided for comparison.
The second area that is proposed to be added includes a 2 -inch full width mill and overlay of
Connemara Trail from Diamond Path to Shannon Parkway. This section of Connemara Trail
received a seal coat in 2002 that is having an adverse reaction with the existing bituminous
causing large blowouts of the seal coat surface that have occurred annually. A full width mill
and overlay is proposed to remove the seal coat surface and to minimize reflective
longitudinal cracking. This section of Connemara Trail has an average PCI of 77 based on a
rating completed between 2002 and 2003. Based on this PCI the street section would be a
candidate for an overlay in 2008.
FUNDING
Funding for the project will consist of special assessments, Street Capital Improvement Plan
(CIP) funds, and utility funds.
Funding for the additional areas, due to the timing of these additions, are not eligible for
Special Assessments. However, Connemara Trail does not have any driveway accesses and
according to City Policy would not be eligible for Special Assessments and the section of

Darling Path proposed to be reconstructed is viewed as a maintenance project. As
previously noted, these additional project areas will be bid as alternates. This will allow the
City to review the bids and determine if adequate funds are available based on favorable bid
results Should the additional project areas be deemed to not be feasible, one or both can be
deleted from the project at the time of project award.
For the rural reconstruction areas, the proposed street assessment rate is approximately
$4,710 per lot, in accordance with the City's policy and current fee schedule. In the
residential reconstruction areas, the proposed assessment rate is $4,000 per lot. In the
overlay area, the proposed assessment rate is approximately $7.80 per front foot. In the
rehabilitation areas, the proposed assessment rate is $1,500 per lot.
A copy of the plans and specifications is on file in the Engineering Department.
SUMMARY:
Staff recommends that Council receive the plans and specifications and authorize the
advertising of bids for this project.

A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT OF BIDS FOR
2005 PAVEMENT MANAGEMENT IMPROVEMENTS
CITY PROJECT #392
WHEREAS, the City Council of the City of Rosemount have ordered the preparation of plans and
specifications for the 2005 Pavement Management Improvements, City Project #392 and such plans and
specifications have been presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City
Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the
Construction Bulletin an advertisement for bids upon the making of such improvements under such
approved plans and specifications for City Project #392.
3. The advertisement shall be published in each of said publications at least once not less than three (3)
weeks before the date set for opening bids, shall specify the work to be done, shall state the bids will
be publicly opened on May 13 2005 at 10:00 o'clock a.m. at the Rosemount City Hall in said City
and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a
cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5
percent of the amount of such bid
