Brotzler, P.E., City Engineer AGE I a !B ATTACHMENTS: Resolution APPROVED BY: RECOMMENDED ACTION: Motion to Adopt a Resolution Ordering the Project and Authorizing the Preparation of Plans and Specifications for Old County Road 38 Phase II Project, City Project #387 4 ROSE_VIOLINT BACKGROUND: CITY COUNCIL City Council Meeting: October 18, 2005 EXECUTIVE SUMMARY On October 4, 2005 the City Council adopted a resolution receiving the feasibility report and ordenng a pubhc hearing for the Old County Road 38 Phase 1I Project, City Project #387. This project consists of upgrading Old County Road 38 between the Harmony development and Akron Avenue from a two -lane rural gravel road to a three -lane, urban street. Proposed improvements also include the construction of trunk sanitary sewer and water main and lateral samtary sewer and storm sewer. The proposed trunk system improvements are in accordance with the North Central Sewer Study, Comprehensive Stormwater Management Plan and draft Comprehensive Water Supply Plan. The completion of the proposed project will result in approximately 1 acre of impact to Wetland No. 379 as identified in the City's Comprehensive \Vetland Management Plan (CWMP). This wetland, also known as Mare Pond is a preserve wetland and as such, requires that the impacts be mitigated at a 3:1 ratio per the recently updated CWMP The feasibility considered an alternate to mmnwe the filling of this wetland (approximately 0.60 acres less) that consisted of the construction of retaining walls on each side of the road at the wetland. Due to the poor soils m this area, the construction of retaining walls would result in an estimated additional cost of $815,000_ Based on this, it is proposed to construct the project without the retaining walls and to complete the necessary wetland mitigation. The proposed project funding is shown m the table below SUMMARY: It is proposed that the construction of the project will occur in 2006 The final schedule for the completion of the project will depend on the coordination of utility relocates and the final construction method at Mate Pond. Staff recommends Council adoption of the attached resolution ordering the project and authorizing the preparation of plans and specifications. As this is a City initiated project, a 4 /5ths Council vote is required to proceed with the project. 2 ADOPTED this 18th day of October, 2005. ATTEST: Linda Jentmk, City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005 A RESOLUTION ORDERING THE PROJECT AND AUTHORIZING THE PREPARATION OF THE PLANS AND SPECIFICATIONS OLD COUNTY ROAD 38 (135 Street West) (East Tract Line of Harmony Addition to Akron Avenue) STREET AND UTILITY IMPROVEMENTS AND APPURTENANT WORK CITY PROJECT #387 WHEREAS, the City Council has received and accepted the Feasibility Report on October 4, 2005 for City Project #387; and WHEREAS, the City Council held a Public Hearing on October 18, 2005. NOW THEREFORE BE IT RESOLVED, that the City Council of the City of Rosemount hereby orders the improvements of the Old County Road 38 (135th Street West) (East Tract Line of Harmony Addition to Akron Avenue) Street and Utility Improvements and Appurtenant Work, City Project #387. BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project No. 387.
