Minutes of the November 14, 2016 Regular Meeting ProceedingsROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 14, 2016 CALL TO ORDER Pursuant to due call and notice thereof a regular meeting of the Rosemount City Council was held on Monday, November 14, 2016, at 7:00 p.m. in the Council Chambers at City Hall, 2875 145th Street West, Rosemount. Mayor Droste called the meeting to order with Council Members DeBettignies, Nelson, Weisensel and Demuth attending. Staff present included the following; o City Administrator Johnson o City Clerk Hadler o Interim Director of Public Works/City Engineer Morast o Chief of Police Scott o Community Development Director Lindquist o Parks & Recreation Director Schultz The Pledge of Allegiance was said. ADDITIONS OR CORRECTIONS TO AGENDA City Administrator Johnson stated there were no changes to the agenda. Motion by DeBettignies. Second by Weisensel. Motion to Adopt the Agenda. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PRESENTATIONS, PROCLAMATIONS, & ACKNOWLEDGMENTS 3. a. Commendation of state championship for Rosemount High School marching band Mayor Droste provided information on the Rosemount High School Marching Band’s state championship win. This is their 10th win in 11 years. Drum Majors Collet Edgar, Isabel Edgar, Andrea Gordon and Adam Shew were present to accept the commendation. Band Directors Ben Harloff, Bojan Hoover and Taylor Eliason were also present for the commendation. Isabel Edgar discussed some of the bands activities the band participates in throughout the year. Band Director Bojan Hoover noted the teamwork and dedication that the band showed during the year. 3.b. Receive Donation – Parks & Recreation Dept. Parks and Recreation Director Schultz discussed a donation from the Rosemount Area Athletic Association. The donation is in the amount $20,900 and will be utilized for the building of dugouts at Shannon Park. The donation covers almost half of the total construction costs. RAAA President Paul Essler discussed various activities and donations by RAAA in facilities in Rosemount and other communities. The funds were raised through contributions from traveling baseball and traveling softball. 6.a. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 14, 2016 Motion by DeBettignies. Second by Demuth. Motion to approve receiving the following donation: $20,900 from the Rosemount Area Athletic Association towards the cost of Shannon Park Dugouts. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. PUBLIC COMMENT CONSENT AGENDA Motion by DeBettignies. Second by Demuth. Motion to Approve the Consent Agenda. a. Request by CalAtlantic for 22 Lot Final Plat Approval of Greystone 5th Addition Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: None. Motion carried. 6.i. Hiring of City Administrator Council member DeBettignies thanked the current Administrator, Dwight Johnson, for his service. Council member DeBettignies introduced Logan Martin, as the new administrator, and welcomed him to Rosemount. Motion by DeBettignies. Second by Weisensel. Motion to formally appoint Logan Martin to the position of City Administrator effective January 3, 2017 and approve the attached employment agreement. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Mr. Logan stated he is looking forward to joining the organization and thanked the Council for the opportunity. ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 14, 2016 PUBLIC HEARINGS 7.a. Amendment to Cub Liquor Off-Sale Liquor License City Clerk Hadler outlined the request for an amendment to the Cub Liquor Off-Sale Liquor License. The facility is under construction and they expect to be complete in the coming weeks. The new space will be a total of 7606 square feet, which is almost double the current size. Mayor Droste opened the public hearing at 7:23 p.m. No one asked to speak. Motion by Weisensel. Second by DeBettignies. Motion to close the public hearing. Ayes: 5 Nays: 0. Motion carried. Motion by Nelson. Second by DeBettignies. Motion to adopt a Resolution approving an amendment to Supervalu Inc. dba Cub Liquor Off-Sale Liquor License to expand the premises. Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. OLD BUSINESS NEW BUSINESS 9.a. Canvas of the November 8, 2016 General Election Returns City Clerk Hadler gave an overview of the election results. Rosemount saw a voter turnout similar to that in the presidential election of 2012, at about 84.5%. The winners of the local race for two council seats are Jeff Weisensel with 29.89% of the votes and Heidi Freske with 24.79% of the votes. Of note was the significant increase in absentee voting, which more than tripled from 2012, due in part to “No Excuse” absentee voting and “Early Voting” where an absentee voter may deposit their ballot directly into a ballot counter. Motion by Nelson. Second by Demuth. Motion to declare the results and to declare Jeff Weisensel and Heidi Freske winners of the November 8, 2016, City of Rosemount General Election Ayes: DeBettignies, Nelson, Droste, Weisensel, Demuth Nays: 0. Motion carried. Mayor Droste thanked Council member Demuth for her service and engagement and introduced Council member-Elect Freske. ANNOUNCEMENTS ROSEMOUNT CITY COUNCIL REGULAR MEETING PROCEEDINGS NOVEMBER 14, 2016 Mayor Droste reviewed the calendar of events. The next City Council meeting will be held on Tuesday, December 6, 2016, at 7:00 p.m. The next City Council work session will be held on Monday, December 12, 2016, at 6:30 p.m. ADJOURNMENT There being no further business to come before the City Council and upon a motion by Droste, second by Weisensel, the meeting was adjourned at 7:33 p.m. Respectfully Submitted, Clarissa Hadler, City Clerk
