On Street Parking 143rd St. West and Chili Avenue AreaAGENDA ITEM: On Street Parking, 143 St. West and Chili Avenue Area AGENDA SECTION: Discussion PREPARED BY: Gary Kalstabakke% ief of Police AGE ATTACHMENTS: r APPROVED BY: RECOMMENDED ACTION: Discussion ACTION: City Council Meeting Date: April 13, 2005 CITY OF ROSEMOUNT EXECUTIVE SUMMARY FOR ACTION BACKGROUND There has been "Parking By Permit Only" signage on the streets east of Chili Avenue on 143 Upper 143 and 144 Street for several years Streets west of Chili Avenue have not had any parking restrictions. In recent months, students from Rosemount High School have begun parking on the streets west of Chili Av primarily on 143 Street This has resulted in the residents in the area expressing concerns because of problems that have arisen from cars being parked on both sides of the streets. As a result, a letter was sent to the area residents asking for their preference on how to handle the student parking situation Feedback from the mailing will be provided to Council at Wednesday's meeting. Based upon the 30+ responses received by Thursday, April 07, 2005, it appears the vast majority of the residents prefer to have "Parking By Permit Only" signage placed on their streets SUMMARY The letter sent to residents listed three (3) options to address the situation. There are other potential solutions, however, it was felt the options listed were representative of all other options or have proven successful in addressing the same issues east of Chili. The parking -by- permit signage was installed east of Chili in approximately 1992 and has been effective in addressing the residents' concerns. Staff anticipates that the final results from the letter survey will be overwhelmingly in favor of permit parking on at least 143r and Upper 143r Streets. If parking restrictions are approved by Council, possibly at the April 19, 2005 Council Meeting, signs could be installed as soon as the signs are available. The issuance of permits has been handled in the following manner and it is proposed to continue in this same way: Permits are issued at no cost to residents of the area. Each resident may be issued up to three (3) permits. This is based upon the average lot width allowing two three v ehicles to park in front of a resident's home. Residents with special events, e.g. coffee gatherings, bridge clubs, are encouraged to have their visitors park in driveways, but may also call to advise the police department of the event and enforcement is not taken for those occasional gatherings. Comments received from several of the area's residents mentioned that the city should allow parking at the Community Center and /or that Rosemount High School should address the lack of parking at the school. These are certainly related issues to the on- street parking, but are separate from the on street parking issue. Park and Recreation Director Dan Schulz and School Liaison Officer Krista Erickson will be present at the meeting to discuss the parking issues at RHS and the Community Center if Council desires. 2
