EXECUTIVE SUMMARY
ISSUE
Staff recently received a few phone calls regarding the lack of a barrier between the trail and the top
portion of the box culvert entrance to the underpass at Shannon Parkway just north of Shannon Park
School. City staff contacted our Risk Management Liaison at the League of Minnesota Cities to review the
issue and advise staff on how to handle the situation.
Our liaison from the League advised that fencing the area of concern would be the best method to prevent
an accident from happening in the future. This expenditure is not in the 2005 budget.
BACKGROUND
As part of the Evermoor Development, trail connections were made to the old sheep crossing underpass
located under Shannon Parkway lust north of Shannon Park School. The maintenance for this segment of
trail in Evermoor is the responsibility of the City.
SUMMARY
Staff has received two price quotes for installing the fence at each end of the underpass. The two quotes
received were
Midwest Fence $1,482.00
Dakota Fence $1,941.00
Staff is recommending the City Council approve a $1,482 00 expenditure from the Parks Improvement
Fund to purchase fencing for the entrance points to the Shannon Parkway Underpass.
