AGE ,y 6 ATTACHMENTS: Resolution APPROVED BY: a RECOMMENDED ACTION: Motion to approve an agreement with the Minnesota Department of Public Safety Office of Traffic Safety to authorize the Rosemount Police Department to participate in the Dakota Impaired Driving program with the other Dakota County law enforcement agencies and authorize the Chief of Police to sign and execute the necessary agreements and documents to implement these projects. !i ROSEMOLiNT CITY COUNCIL City Council Meeting: September 20, 2005 EXECUTIVE SUMMARY The Rosemount Police Department has been participating in a countywide traffic enforcement effort since May of 2005 when the Council approved the Mutual Pohce Assistance Agreement for traffic enforcement. The Agreement also authonzed the participating agencies to submit joint grant apphcations for traffic enforcement funds. The Dakota Impasred Dnveng project has now been awarded two grants through the Minnesota Department of Pubhc Safety Office of Traffic Safety. A grant of $12,000 was awarded through the Safe Sober program for agencies to participate in the May 2006 seatbelt mobilization. An additional $60,000 grant was awarded for a National Highway Traffic Safety Admuustration (NHTSA) program. This project will have one enforcement project each month for the next twelve months excluding May 2006 when the seatbelt enforcement effort is done as part of the Safe Sober grant. For the NHTSA program, there will also be an additional enforcement project conducted at rune different times in the next twelve months. Participating agencies will not be reimbursed through the grant for these nine events. Rosemount's match for the grant will be approximately 36 hours of officer time committed to the enforcement project The enforcement projects will be planned at vanous locations throughout the County and will be held during hohday penods, e.g. Halloween weekend, Christmas and community festivals. Because this is a joint project one agency had to be listed as the fiscal agent for grant purposes. Apple Valley will be the fiscal agent for this effort and all participating will forward documentation to Apple Valley for reimbursement. CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2005 A RESOLUTION AUTHORIZING EXECUTION OF AGREEMENT ENTITLED DAKOTA IMPAIRED DRIVING WHEREAS, the City Council of the City of Rosemount passed a resolution on May 3, 2005 authorizing the Police Depai talent to participate in a cooperative traffic enforcement effort with all other police agencies within Dakota County through September 30, 2006, and WHEREAS, the same resolution authorized the submittal of a joint application on behalf of the participating agencies to the Minnesota Department of Public Safety Office of Traffic Safety, and WHEREAS, the grant application was submitted and a grant has been awarded, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota that the Rosemount Police Department enter into an agreement with the Minnesota Department of Public Safety Office of Traffic Safety for the project entitled Dakota Impaired Driving during the period from October 1, 2005 through September 30, 2006, and BE IT FURTHER RESOLVED, that the Chief of Police of the Rosemount Police Department is hereby authonzed to execute and sign such Agreements and amendments as are necessary to implement the project on behalf of the City Council of the City of Rosemount, and BE IT FURTHER RESOLVED, that the Chief of the Apple Valley Police Department is hereby authorized to be the fiscal agent and administer this grant on behalf of the Rosemount Police Department.
