ISSUE:
Consider receiving the feasibility report and authorizing the preparation of plans and specifications for the
2017 Street Improvements Project.
BACKGROUND:
At the May 3, 2016 regular Council meeting, the Council authorized the preparation of the Feasibility
Report for the 2017 Street Improvements, City Project 470. On November 16, 2016, a neighborhood
informational open house was held to present the project and solicit feedback from the neighborhoods.
Detailed project information is included in the attached Feasibility Report. A map illustrating the project
area and proposed improvements is also attached.
The estimated engineering fee for final design is $56,950. This includes the following activities.
• Preparation of plans and specifications
• Preparation of construction estimates
• Preparation of bidding documents, advertisement for bids, and recommendations on award of bids
The attached proposal from WSB & Associates details the scope and fee for final design. The preliminary
estimated construction cost is $1,072,000, this represents an estimated fee percentage of 5.3%.
A full presentation of the proposed improvements will be made at the Public Improvement Hearing and
Assessment Hearing for the project. These public hearings are tentatively scheduled for May 20, 2014.
SUMMARY:
Staff recommends Council adoption of the attached resolution receiving the feasibility report and
authorizing the preparation of plans and specifications for the 2017 Street Improvement Project, City
Project 470.

1. EXECUTIVE SUMMARY
The 2017 Street Improvement Project, City Project 470, was initiated based on the City’s Pavement
Management Program. Streets proposed for improvements in 2017 are based on the current roadway
conditions and the overall Capital Improvement Program budget.

2. STREET IMPROVEMENT PROGRAM
2.1 Introduction
2.1.1 Authorization
On May 3, 2016, the Rosemount City Council authorized the preparation of an engineering
feasibility report for the 2017 Street Improvement Project. This project has been designated as
City Project No. 470.
2.1.2 Scope
The 2017 Street Improvement Project is a continuation of the City’s 2010 initiative to prioritize
Pavement Management funding for reconstruction, mill and overlay and seal coat projects
focused on long-term preservation of the roadway network. Improvements within this report have
been proposed to address these pavement distresses in accordance with the City’s Pavement
Management Plan. Roadways identified for improvements based on the 2016 Rosemount
Overall Condition Index (OCI) include:

2.3 Existing Conditions/Proposed Improvements
2.3.1 Shannon Hills
Existing Surface Conditions
Shannon Hills is located north of 143rd Street West and east of Shannon Parkway. The roadways
within this neighborhood generally consist of 32-foot-wide urban street sections with
surmountable concrete curb and gutter. The existing right-of-way widths for the streets within this
neighborhood are 60 feet.
Figure 1 below is a listing of roadway segments within the Shannon Hills neighborhood
Roadways within Shannon Hills are aging and experiencing differing severities of edge,
longitudinal, and transverse cracking. Additionally, certain locations of the development are
experiencing pavement stripping at the interface between the pavement surface and the seal
coat. To date, this deterioration is only occurring in the upper portion of the pavement. The
photo below illustrates some of the varying levels of pavement distresses found along Crocus
Way.

Proposed Surface Improvements
Streets within the Shannon Hills area are proposed for a full width 2-inch pavement mill and
overlay along with spot curb and gutter replacement with structurally deficient curb being
replaced. Spot curb and gutter replacement will be completed based on a field review of the site
during final design.
2.3.2 Shannon Parkway
Existing Surface Conditions
Shannon Parkway is an urban street with barrier style concrete curb and gutter, and varies in
width from 40- to 58-feet. The existing right-of-way width along Shannon Parkway varies from
80- to 100-feet.

Typical pavement distresses along Shannon Parkway include differing severities of edge
cracking, longitudinal cracking, and transverse cracking. Shannon Parkway is also experiencing
an increasing amount of pavement stripping at the interface between the pavement surface and
the seal coat.
Soil borings were completed by WSB & Associates, Inc. in the summer of 2016. The information
provided from the borings show the average pavement thickness along Shannon Parkway to be
4.75 inches. A copy of the Geotechnical report and the can be found in Appendix C.
Proposed Surface Improvements
Full depth reclamation of the existing aggregate base and bituminous street section is proposed
for the entire length of Shannon Parkway and includes a new 5-inch bituminous mat, over 7
inches of MnDOT Class 5 aggregate base, and geotextile fabric per recommendations in the
Geotechnical Report prepared by WSB & Associates, Inc. Additional pavement analysis,
including road specific flexible pavement design will be completed with the final design.
Spot curb and gutter replacement is proposed to be completed along Shannon Parkway with
structurally deficient curb being replaced. Spot curb and gutter replacement will be completed
based on a field review of the site during final design.
Recommended improvements along Shannon Parkway also include striping for designated bike
lanes as proposed in the City’s Pedestrian and Bicycle Master Plan.

2.3.3 Jaycee Park Parking Lot Surface Improvements
Existing Surface Conditions
Jaycee Park parking lot is aging and experiencing severities of distress including block, alligator,
and longitudinal cracking along with localized drainage issues. The photo below illustrates some
of the pavement distress within the parking lot.

Proposed Surface Improvements
Full depth reclamation of the existing bituminous pavement, adding aggregate as necessary, prior
to paving a new 3 ½-inch bituminous mat is proposed for the entire parking lot. Minor
adjustments to grades within the parking lot are proposed to improve drainage conditions.
2.3.4 Municipal Utilities
Existing Conditions
The existing sanitary sewer and water main facilities located within Shannon Hills and along
Shannon Parkway have been preliminarily inspected by the Public Works Department and
determined to be in fair condition. Further investigation of utilities with the Public Works
Department will take place during final design.
Numerous storm sewer and sanitary manhole castings within Shannon Hills and along Shannon
Parkway do not meet the current City standards, making the manholes difficult to access and/or
allow stormwater inflow to occur during rain events.

Proposed Improvements
Storm sewer and sanitary sewer manhole castings that do not meet current City standards are
proposed to be removed and replaced. Additionally, manhole castings with rings in poor
condition are proposed to be replaced through a casting adjustment which will help to mitigate
ongoing inflow/infiltration issues. All storm sewer and sanitary sewer castings meeting City
standards will remain in place.
Water main valve box grade adjustments will be completed with the project to match the new final
grades. Damaged valve boxes are proposed to be repaired or replaced as necessary.
2.3.5 Jaycee Park Parking Lot Storm Sewer Improvements
Existing Condition
The existing storm sewer catch basin in the southeast corner of the parking lot is connected to a
french drain tile system for the parking lot that does not function properly. Water and sediment
collect here and City maintenance staff has to clean and vacuum out the area several times a
year.
Proposed Improvements
Improvements include adding a sump catch basin inlet at the southeast corner to replace the
existing french drain system. This new storm sewer catch basin will connect into the existing
storm sewer system along Shannon Parkway.
Jaycee Parking Lot Improvements
2.3.6 Trail Improvements: Shannon Parkway
Trails exist along both sides of Shannon Parkway from 160th Street West (CSAH 46) to 150th
Street West (CSAH 42). Minor improvements are needed at existing pedestrian ramps to meet
current ADA requirements. No other trail surface improvements are proposed as a part of this
project.

2.3.7 Bicycle Facilities: Shannon Parkway
North of CSAH 42, Shannon Parkway consists of 11-foot wide travel lanes with 5-foot wide
designated striped bicycle lanes along both sides of the roadway. It is proposed to continue the
on-street bicycle lanes along Shannon Parkway south of CSAH 42 to CSAH 46. The bicycle
lanes will be stopped short of vehicular turn lanes, similar to what exists north of CSAH 42. The
new striping configuration will include 13-foot wide travel lanes and 5-foot bicycle lanes within the
existing 40- to 58-foot wide roadway. On street parking is not allowed on Shannon Parkway and
is not proposed to be modified.
Bike lanes will be striped and signs placed along the roadway indicating the shared use with
bicycles.
2.4 Permits/Approvals
The National Pollution Discharge Elimination Systems (NPDES) General Stormwater Permit for
Construction Activity from the Minnesota Pollution Control Agency (MPCA) may be required to
complete the improvements as proposed. Further review will be completed in final design.
A Dakota County Work in the Right-of-Way General Excavation Permit will be required for work
within County right-of-way along Shannon Parkway, including: 150th Street West/CSAH 42 and
160th Street West/CSAH 46.
A Dakota County Work in Right-of-Way user registration will be required for the contractor that
may use any county roads (i.e. 150th Street West/CSAH 42 and 160th Street West/CSAH 46) as a
haul route for the project.
2.5 Construction Traffic
The traffic control plan for Shannon Parkway will be discussed with city staff during final design,
but road closures to thru traffic may be needed for select times throughout the project for
concrete, reclaiming, paving, and striping work.
It is anticipated that the section of Shannon Parkway from 150th Street/CSAH 42 to 151st Street
will be phased to minimize the impacts to traffic signal at 150th Street/CSAH 42 and the effect on
surrounding businesses.
General construction traffic will include an increase in truck traffic on the streets adjacent to the
construction area. Residents and businesses will have access to their driveways and properties
during construction. Curb replacement directly in front of driveways may temporarily limit access.
Property owners with this situation will be contacted prior to construction to determine how
alternate access can be provided.
2.6 Public Involvement
A public informational meeting was held on November 16, 2016 for the 2017 Street Improvement
Project. The proposed improvements, costs, funding, schedule, and construction impacts were
presented to approximately 25 attendees. Comment cards were made available to attendees at
the meeting. A summary of the comments received is provided in Appendix D.

3. FINANCING
3.1 Opinion of Cost
Detailed opinions of cost can be found in Appendix A of this report. The opinions of cost incorporate
estimated 2017 construction costs and include 5% contingency and 20% for all related indirect costs
(legal, administrative, engineering, and financing items) for Shannon Parkway, Shannon Hills, and Jaycee
Park.
The opinions of cost for the Pavement Management Maintenance Program incorporate estimated 2017
construction costs and include 5% for all related indirect costs (legal, administrative, engineering, and
financing items).

3.2 Funding
Special Assessments are determined as set forth by the City’s Assessment Policy and current fee
resolution. The City of Rosemount’s 2013 Fee Resolution identifies the street assessment rate for
overlay projects as 35% of the total improvement cost. Improvements along Shannon Parkway are
proposed to be funded with State Aid funds. A summary of the proposed assessment calculations can be
found in Appendix B. A combination of Special Assessments, Street CIP funds, Storm Sewer Utility
funds, and Parking Lot Maintenance funds are proposed to fund the project.

Street Capital Improvement fund is proposed to fund project costs associated with reclamation
improvements, mill and overlay improvements, and the City’s annual seal coat program. Parking Lot
Maintenance funds are proposed to be used to fund the Jaycee Park Parking Lot improvements.

1: INTRODUCTION
1.1 Project Location
The site is located along Shannon Parkway, between County State Aid Highway (CSAH) 42 and
CSAH 46 in Rosemount, Minnesota. The site was a 2-lane bituminous urban roadway at the time
of drilling. Borings were completed within the northbound and southbound drive lanes.
1.2 Project Description
It is proposed to reconstruct Shannon Parkway from CSAH 42 to CSAH 46 in Rosemount,
Minnesota. We understand the reconstructed roadway will consist of a 2-lane bituminous
roadway with 2 foot shoulders, similar to the existing design. We also understand the roadway
elevations will be within +/- ½ foot of the existing grades. The City is planning a full depth
reclamation and will be leaving the existing curb and gutter in place.
Our Geotechnical Group has developed foundation recommendations for this project in
consideration of the proposed layout and configurations as understood at this time. The
Geotechnical Group must be made aware of any revised or additional information in order to
evaluate the recommendations for continued applicability.

1.3 Purpose and Project Scope of Services
Mr. Patrick Wrase with the City of Rosemount authorized our proposal. In order to assist in
preparing plans and specifications, the Geotechnical Group has developed recommendations for
subgrade preparation and pavement sections. As such, we have completed a subsurface
exploration program and prepared a geotechnical report for the referenced site. This stated
purpose was a significant factor in determining the scope and level of service provided. Should
the purpose of the report change the report immediately ceases to be valid and use of it without

Our authorized scope of work has been limited to:
1. Mobilization / Demobilization of an Truck Mounted Drill Rig
2. Clearing underground utilities utilizing the Gopher State One Call.
3. Drilling 10 standard penetration borings to 5 foot depths.
4. Sealing the borings per Minnesota Department of Health procedures.
5. Perform soil classification and analysis.
6. Review of readily available project information and geologic data.
7. Providing this geotechnical report containing:
A. Summary of our findings.
B. Discussion of subsurface soil and groundwater conditions and how they
may affect the proposed construction of pavements.
C. Estimated R-value recommendations.
D. Recommended pavement section.
E. A discussion of soils for use as structural fill and site fill.
2: PROCEDURES
2.1 Boring Layout and Soil Sampling Procedures
The City of Rosemount requested we complete 10 soil borings along Shannon Parkway. WSB
recommended the boring depths and selected the desired locations. Our field crew staked the
borings based on our meeting with the City of Rosemount staff. The approximate boring
locations are shown on the Soil Boring Exhibit in the Appendix which is an aerial photo.

We drilled the borings on June 17 with a truck-mounted CME-55 drill rig operated by a two
person crew. The drill crew advanced the borings using continuous hollow stem augers. Drilling
methods, crew chief, depths, sampling interval, casing usage, groundwater observations, test data
and other drilling information are indicated on the boring logs.
Generally, the drill crew sampled the soil in advance of the auger tip at 2½ foot intervals of depth.
The soil samples were obtained using a split-barrel sampler which was driven into the ground
during standard penetration tests in accordance with ASTM D-1586, Standard Method of
Penetration Test and Split-Barrel Sampling of Soils.
The materials encountered were described on field logs and representative samples were
containerized, and transported to our laboratory for further examination and testing.
The samples were visually examined to estimate the distribution of grain sizes, plasticity,
consistency, moisture condition, color, presence of lenses and seams, and apparent geologic
origin. We classified the soils according to type using the Unified Soil Classification System
(USCS). A chart describing the Unified Soil Classification System is included in the Appendix.
2.2 Groundwater Measurements and Borehole Abandonment
The drill crew observed the borings for free groundwater while drilling and after completion.
These observations and measurements are noted on the boring logs. The crew then backfilled the
borings with soil cuttings to comply with Minnesota Department of Health regulations.
2.3 Boring Log Procedures and Qualifications
The subsurface conditions encountered by the test borings are illustrated on the attached boring
logs. Similar soils were grouped into the strata shown on the boring logs, and the appropriate

estimated USCS classification symbols were also added. The depths and thickness of the
subsurface strata indicated on the boring logs were estimated from the drilling results.
The transition between materials (horizontal and vertical) is approximate and is usually far more
gradual than shown. Information on actual subsurface conditions exists only at the specific
locations indicated and is relevant only to the time exploration was performed. Subsurface
conditions and groundwater levels at other locations may differ from conditions found at the
indicated locations. The nature and extent of which would not become evident until exposed by
construction excavation. These stratification lines were used for our analytical purposes and, due
to the aforementioned limitations, should not be used as a basis of design or construction cost
estimates.
3: EXPLORATION RESULTS
3.1 Site and Geology
The borings were drilled along Shannon Parkway, which consisted of a 2-lane bituminous road at
the time of drilling. The shoulders were approximately 2 feet wide and traffic control was utilized
during the drilling process.
The Dakota County Geologic Atlas indicates the surficial geology of the area is mostly glacial
outwash materials. These outwash soils typically consist of gravel and sand with some cobbles.
3.2 Subsurface Soil and Groundwater Conditions
The soil borings generally encountered pavement section materials overlying fills. Borings PB-5
and PB-10 penetrated the fill and terminated in naturally deposited soils.

The pavement section consisted of bituminous asphalt overlying an aggregate base material. The
bituminous asphalt encountered ranged from about 4 to 5½ inches in thickness with an average
thickness of about 4¾ inches, and the aggregate base material ranged from about 3 to 10½ inches
in thickness with an average thickness of about 7 inches.
Below the aggregate base our borings encountered fill consisting mostly of lean clays, silty sands,
and sands with gravel.
Boring PB-5 encountered fine alluvial lean clays below the fill material. This clay was brown in
color and moist. Boring PB-10 encountered sands with a little gravel below the fills. The sands
were generally fine to medium grained and brown in color. The following table summarizes the
pavement section thicknesses and soils encountered in the upper 3 feet at our boring locations.

3.3 Groundwater Conditions
WSB took groundwater level readings in the exploratory borings, reviewed the data obtained, and
discussed its interpretation of the data in the text of the report. Note that groundwater levels may
fluctuate due to seasonal variations, e.g. precipitation, snowmelt and rainfall, and/or other factors
not evident at the time of measurement.
No groundwater was encountered during the drilling process and it appears the static groundwater
level is below the depth of our borings. Based on the proposed construction, we do not expect
groundwater to be a major issue for construction at this site. It should be noted that groundwater
levels do fluctuate over time. See Notice to Report Users boring log information insert in the
Appendix for additional discussion on water levels.
4: ENGINEERING ANALYSIS AND RECOMMENDATIONS
4.1 Discussion
The fill inplace below the pavement section was likely placed there to raise the site to grade or
was backfilled from the utility installation. The fills consisted of a mixture of lean clays, silty
sands, and sands with gravel that appear to be compacted. It is our opinion the fill soils
encountered in our borings are generally suitable for support of the proposed roadway.
4.2 Pavement Areas
We understand the City of Rosemount plans to mill the existing pavement sections to create an
aggregate base for support of the new bituminous section. The existing pavement section ranged
from about 7 to 14½ inches in thickness, therefore at some locations it may be necessary to
remove the milling and subcut the subgrade to allow placement of the recommended pavement
section.

The subgrade fills appeared to be moderately to well compacted and in general should be suitable
to remain in place as subgrade soils. Nevertheless, we recommend the subgrade soils be observed
during construction to determine their suitability for pavement support. Localized soil corrections
may be required. The Mn/DOT Flexible Pavement Design Guidance Memo from June 2014
indicates soils such as those anticipated have R-values ranging from about 10 to 40. We
recommend using an estimated R-value of 15 for design of the roadway.
The traffic data map from Mn/DOT indicates that the current Average Daily Traffic (ADT) ranges
from 3200 to 6300 vehicles along the roadway. We used a traffic growth rate of 1% for our
calculations.
We calculated the roadway traffic to be equivalent to approximately 673,000 Estimated Single
Axle Loads (ESAL’s). Based on Mn/DOT’s MnPave software, we recommend the following
pavement section.

Within several years after initial paving, some thermal shrinkage cracks will develop. We
recommend routine maintenance be performed to improve pavement performance and increase
pavement life. These should be sealed with a liquid bitumen sealer, to retard water intrusion into
the base course and subgrade. Localized patch failures may also develop where trucks or buses
turn on the pavement. When these occur, they should be cut out and patch repaired. Periodic seal

coating should also be applied, to preserve the longevity of the pavement.
If bituminous wear course is delayed until the following year, some rutting and distress areas may
be noted where heavy construction traffic occurs. These areas should be cut out and excavated
and repaired the following year before the wear lift is placed. A geotechnical engineer should be
involved with the repair recommendations.
4.3 Backfill and Fill Selection and Compaction
Any subgrade soils removed should be replaced with a granular fill meeting the specifications of a
Mn/DOT Select Granular fill. We recommend that sandy soils be moisture conditioned to meet
compaction specifications. Fill should be spread in 8 to 10 inch loose lifts. The table below
indicates the recommended compaction levels.

4.4 Construction Considerations
Good surface drainage should be maintained throughout the work, so that the site is not vulnerable
to ponding during or after a rainfall. The excavations should not encounter groundwater intrusion.
However if water does enter excavations, it should be promptly removed prior to further
construction activities. Under no circumstances should fill or concrete be placed into standing
water.

4.5 Construction Safety
All excavations must comply with the requirements of OSHA 29 CFR, Part 1926, Subpart P
“Excavations and Trenches”. This document states that excavation safety is the responsibility of
the contractor. Reference to this OSHA requirement should be included in the job specifications.
The responsibility to provide safe working conditions on this site, for earthwork, building
construction, or any associated operations is solely that of the contractor. This responsibility is
not borne in any manner by WSB.
4.6 Field Observation and Testing
The soil conditions illustrated on the attached boring logs are indicative of the conditions only at
the boring locations. For this reason, we recommend that all excavations at this site be observed
by a soils engineer or technician prior to fill or backfill placement or construction of any
foundation elements to determine the soils are capable of supporting the fill backfill and/or
foundation loads. These observations would be necessary to judge if all unsuitable materials have
been removed from within the planned construction area and an appropriate degree of lateral
oversize has been provided.
We also recommend a representative number of field density tests be taken in all engineered fill
and backfill placed to aid in judging its suitability. Fill placement and compaction should be
monitored and tested to determine that the resulting fill and backfill conforms to specified density,
strength or compressibility requirements. Prior to use, any proposed fill and backfill material
should be submitted to our laboratory for testing to verify compliance with our recommendations
and project specifications.
Dynamic Cone Penetrometer (DCP) tests can be completed in the aggregate base in leiu of density
testing. We recommend following Mn/DOT Specification 2211-3.

WSB would be pleased to provide the necessary field observation, monitoring and testing services
during construction.
4.7 Plan Review and Remarks
The observations, recommendations and conclusions described in this report are based primarily
on information provided to us and obtained from our subsurface exploration, our experience,
several necessary assumptions and the scopes of service developed for this project and are for the
sole use of our client. We recommend that the Geotechnical Group of WSB be allowed to
perform a review of final design drawing and specifications to evaluate that the geotechnical
engineering report has not been misinterpreted. Should there be any changes in the design or
location of the structures related to this project or if there are any uncertainties in the report we
should be notified. We would be pleased to review any project changes and modify the
recommendations in this report (if necessary) or provide any clarification in writing.
The entire report should be kept together e.g. boring logs should not be removed and placed in the
specifications separately.
The boring logs and related information included in this report are indicators of the subsurface
conditions only at the specific locations indicated on the Soil Boring Exhibit and times noted on
the Log of Test Boring sheets. The subsurface conditions, including groundwater levels, at other
locations on the site may differ significantly from conditions that existed at the time of sampling
and at the boring locations.
The test borings were put down by WSB solely to obtain indications of subsurface conditions as
part of a geotechnical exploration program. No services were performed to evaluate subsurface
environmental conditions.
WSB has not performed any observations, investigations, studies or testing that is not specifically

listed in the scope of service. WSB shall not be liable for failing to discover any condition whose
discovery required the performance of services not authorized by the Agreement.

The recommendations and opinions contained in this report are based on our professional
judgment. The soil testing and geotechnical engineering services performed for this project have
been performed with the level of skill and diligence ordinarily exercised by reputable members of
the same profession under similar circumstances, at the same time and in the same or a similar

NOTICE TO REPORT USERS BORING LOG INFORMATION
Subsurface Profiles
The subsurface stratification lines on the graphic representation of the test borings show an approximate
boundary between soil types or rock. The transition between materials is approximate and is usually far more
gradual than shown. Estimating excavation depths, soil volumes and other computations relying on the
subsurface strata may not be possible to any degree of accuracy.
Water Level
WSB & Associates, Inc. took groundwater level readings in the exploratory borings, reviewed the data
obtained, and discussed its interpretation of the data in the text of this report. The groundwater level may
fluctuate due to seasonal variations caused by precipitation, snowmelt, rainfalls, construction or remediation
activities, and/or other factors not evident at the time of measurement.
The actual determination of the subsurface water level is an interpretative process. Subsurface water level may
not be accurately depicted by the levels indicated on the boring logs. Normally, a subsurface exploration
obtains general information regarding subsurface features for design purposes. An accurate determination of
subsurface water levels is not possible with a typical scope of work. The use of the subsurface water level
information provided for estimating purposes or other site review can present a moderate to high risk of error.
The following information is obtained in the field and noted under “Water Level Measurements” at the bottom
of the log.
Sampled Depth: The lowest depth of soil sampling at the time a water level measurement is taken.
Casing Depth: The depth to the bottom of the casing or hollow-stem auger at the time of water
level measurement.
Cave-In Depth: The depth at which the measuring tape stops in the bore hole.
Water Level: The point in the bore hole at which free-standing water is encountered by a
measuring tape dropped from the surface inside the casing.
Drilling Fluid Level: Similar to the water level, except the liquid in the bore hole is a drilling fluid.
Obstruction Depths
Obstructions and/or obstruction depths may be noted on the boring logs. Obstruction indicates the sampling
equipment encountered resistance to penetration. It must be realized that continuation of drilling, the use of
other drilling equipment or further exploration may provide information other than that depicted on the logs.
The correlation of obstruction depths on the log with construction features such as rock excavation, foundation
depths, or buried debris cannot normally be determined with any degree of accuracy. For example, penetration
of weathered rock by soil sampling equipment may not correlate with removal by certain types of construction
equipment. Using this information for estimating purposes often results in a high degree of misinterpretation.
Accurately identifying the obstruction or estimating depths where hard rock is present over the site requires a
scope of service beyond the normal geotechnical exploration program. The risk of using the information noted
on the boring logs for estimating purposes must be understood.

A RESOLUTION RECEIVING THE FEASIBILITY REPORT AND
AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS
2017 STREET IMPROVEMENTS PROJECT
CITY PROJECT 470
WHEREAS, the City Council deemed it necessary and expedient that the City of Rosemount,
Minnesota, consider constructing certain improvements, to-wit: City Project 470, 2017 Street
Improvements Project, in the City as described in and in accordance with the feasibility report
prepared by the City Engineer; and
WHEREAS, the City Council has been advised by the City Engineer that said utility and street
improvements are feasible, and should best be made as proposed, and the City Engineer’s report to

NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount accepts
the feasibility report for City Project 470 and places it on file.
BE IT FURTHER RESOLVED, that the City Council of the City of Rosemount orders the
preparation of plans and specifications for said improvements of City Project 470.

Dear Mr. Johnson:
We appreciate the opportunity to present this proposal for professional services related to the 2017 Street
Improvement Project. This letter proposal outlines the services required to prepare all necessary
documents to complete plans and specifications.
PROJECT BACKGROUND
At the May 3, 2016 City Council meeting, Council authorized preparation of a Feasibility Report for the
2017 Street Improvement Project.
The 2017 Street Improvement Project includes the following improvements:
Pavement Reconstruction
Shannon Parkway
▫ CSAH 42 to CSAH 46
Mill and Overlay
Shannon Hills Neighborhood
▫ Cobbler Ave
▫ Crocus Way
▫ Cranberry Way
▫ Clover Lane
Jaycee Park Parking Lot
The schedule for the project is to begin construction in June 2017 and it is anticipated to be completed by
September 2017.
PROJECT APPROACH/SCOPE OF SERVICES
WSB’s project scope and proposed work plan are based on our understanding of the project as
previously described. In order to complete the project, we propose the following scope of services:
Final Design
WSB will complete final design services, including, but not limited to:
Plans and specifications
Quantity and cost estimates
Assessment rolls and calculations
Bidding documents
Staff reports
Improvement and assessment
hearings

SCHEDULE
WSB will complete the project for a construction start date of June 2017. Following is a proposed
detailed schedule:
Authorize Preparation of Plans and Specifications December 20, 2016
Receive Final Plans and Specifications/Authorize Ad for Bid February 21, 2017
Bid Opening March 24, 2017
Receive Bids/Order Improvement and Assessment Hearings April 4, 2017
Improvement and Assessment Hearings/Award Contract May 2, 2017
Begin Construction June 1, 2017
PROPOSED FEE
We propose to conduct Final Design work on an hourly basis for an estimated fee of $ 56,950.
We will review our progress weekly and will not exceed this amount without your prior approval should the
scope of the project change.
This letter represents our entire understanding of the project scope. If you are in agreement, please sign
on the space provided and return one original signed copy to us for our records. We will start
immediately upon receipt of the signed agreement.
