BACKGROUND:
On August 17, 2004 the Rosemount City Council authorized the preparation of a feasibility report for the
Evermoor's Glendalough 5th 10th Additions Street and Utility Improvements and Appurtenant Work as
part of City Project #389. Evermoor's Glendalough 5` 10` Additions is a contmuauon of the
Everrnoor Glendalough neighborhood The development consists of 188 single- family residenual units
located on 97.45 acres located along the north side of Connemara Trail and west of Dodd Boulevard. The
Glendalough Additions are located in the northeast corner of the Evermoor tract and these additions
represent the last remaining areas in the Evermoor project. The Glendalough 7th Addition is the next
phase of the development to be completed, and is compnsed of 32 single- family residential units. This
project has been designated as City Project No. 401.
The proposed improvements include the construction of city streets that include concrete curb and gutter
and 5 -foot concrete sidewalks 8 -foot bituminous pathways will also be constructed as part of adjacent
park facilities Utility improvements include the construcuon of lateral sanitary sewer mains; watermams,
lateral storm sewer systems, and a regional storm sewer lift station and force main system
1. Streets
EXECUTIVE SUMMARY
City streets to be constructed as a part of Evermoor's Glendalough 7th Addition include.
Carrach Avenue will be extended to connect to Connemara Trail at the existing east stub road,
Carlingford Lane (a road to the north off of Carrach Avenue., along the east side of the tract, to
134 Street West), and
134` Street West (a short west -east road connecting Coachford Avenue, Carhngford Lane and
providing access to the east tract hne).
Private Streets will also be constructed as part of the proposed site improvements. These streets include:
Carhngford Way (a second short loop road inside the southwest corner of Carrach Avenue, near
Connemara Trail), and

All proposed public streets are to be constructed to a width of 28 -feet with modified `S' (surmountable)
concrete curb and gutter and with sidewalks along both sides All proposed pnvate streets are to be
constructed to a width of 24 -feet with modified `S' (surmountable) concrete curb and gutter Parking will
not be allowed along the private streets. Bituminous paths will be constructed within adjacent park areas
as part of the site improvements.
2. Sanitary Sewer
Samtary sewer service for Evermoor's Glendalough 7th Addition development will be provided from an
existing force main stub that was constructed m the existing section of Carrach Avenue along with the
Glendalough 6th Addition Street and utility unprovements. 8 -inch sanitary sewer mains will be
constructed m the internal roadways as needed to provide for sanitary sewer service throughout the
proposed Evermoor's Glendalough 7th Addition development.
3. Watermain
Water service will be extended from the existing Rosemount Water System. These proposed
improvements are in accordance with the Rosemount Water Supply and Distribution Plan 8 -inch ductile
iron pipe (DIP) watermam will be constructed in each internal roadway as needed to provide water service
to the individual lots and to allow for looping throughout the proposed Evermoor's Glendalough 5` 10`
Additions development. Fire hydrants will be installed along City streets m accordance with City
Standards.
4. Storm Sewer
The proposed storm sewer improvements include the construction of lateral storm sewer systems to serve
both the pubhc and private road rights -of -way. The site storm sewer systems will be designed for a 10-
year rainfall event. Most of the stormwater runoff from the site will be directed to a large existing closed
depression along the north side of the tract This area has been designated as a regional stormwater
management pond area in the Comprehensive Stormwater Management Plan A lift station and force
main system will provide the controlled outlet for this area and will connect with an existing 18 -inch DIP
force main stub constructed as part of the Connemara Trail storm sewer system
5. Funding
The total estimated project cost is $2,844,400 which includes a 7.5% contingency and 30% indirect costs.
The funding for the lateral public improvements will be collected from the developer, Lundgren Brothers
Construction, and will fund 100`% of project costs for streets, samtary sewer, watermam, and storm sewer.
Construction of the storm sewer lift station and force main system will be shared between Lundgren
Brothers Construction and Storm Sewer Trunk Funds, with City funds covering over -sizmg pro -rated by
percentage of contributing drainage area.
6. Schedule
It is anticipated that the pubhc improvements for Evermoor's Glendalough 7th Addition, will be started in
the spring of 2006 and fully completed, including all restoration items except the bituminous wear course
by summer of 2006. The schedule for completion of the remaining Additions of Evermoor's Glendalough
development will be detemuned by the developer, Lundgren Brothers Construction

SUMMARY:
Staff is requesting that the City Council adopt the attached resolution ordering the project and authorizing
the preparation of plans and specifications for City Project #401.

A RESOLUTION AUTHORIZING THE PREPARATION OF PLANS AND SPECIFICATIONS
FOR GLENDALOUGH 7 STREET AND UTILITY IMPROVMENTS
CITY PROJECT #401
WHEREAS, pursuant to the resolutions of the Council adopted on August 17, 2004, a report was prepared by
the City Engineer with reference to the improvement of Evermoor Glendalough 5th -10th Street and Utility
Improvements City Project #389, and this report was received by the Council on January 18, 2005, and
WHEREAS, the report provides information regarding whether the proposed projects are necessary, cost
effective, and feasible
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF ROSEMOUNT,
MINNESOTA:
1. Such improvements are hereby ordered as proposed in the Feasibility Report for the project.
2. The City Engineer is hereby ordered to prepare plans and specifications for the making of such
improvements within the Glendalough 7 Addition.
