BACKGROUND
The Police Department was approved an additional sergeant position effective January 2017. The
department completed an extensive testing process for police sergeant to fill this position. Detective John
Winters was selected to fill this position and started his duties on January 3, 2017.
Sergeant Winters has over 23 years of experience with the Rosemount Police Department. He has served
as a Patrol Officer, Field Training Officer, School Resource Officer and for the last seven years he has
served as the Department’s Core Detective. Sergeant Winters grew up in Rosemount and attended
Rosemount High School.
The sergeant testing process included a comprehensive written exercise and an oral interview panel. Three
police officers, tested for the position. The candidates were evaluated by three panels consisting of City
department directors, Police Department staff, Chief Law Enforcement Executives, leaders from
Rosemount schools, and the business community. At the completion of the process the officers had been
evaluated by fourteen different individuals.
The Rosemount Police Department believes Sergeant Winters will be a tremendous asset to our leadership
family.
