WORK SESSION PROCEEDINGS
DECEMBER 12, 2016
CALL TO ORDER
Pursuant to due call and notice thereof a work session of the Rosemount City Council was held on
Monday, December 12, 2016, at 6:30 pm in the Conference Room at City Hall, 2875 145th Street
West, Rosemount.
Mayor Droste called the meeting to order, with Council Members Nelson, Demuth, DeBettignies
and Weisensel in attendance. Staff present included City Administrator Johnson, City Clerk Hadler,
Parks and Recreation Director Schultz, Interim Director of Public Works / City Engineer Morast,
and Community Development Director Lindquist. A number of residents were also in attendance.
DISCUSSION
2.a. Rental Housing
Senior Planner Klatt introduced the topic of Rental Housing Ordinances. Staff was asked earlier to
provide information on the topic to Council. Staff has found 4 cities that have such rental housing
density ordinances; Mankato, Winona, West St. Paul and Northfield. Density and other rental
regulations vary by city. Mr. Klatt provided a map of rental licenses currently issued in the City of
Rosemount.
Mayor Droste noted that many of the homeowner’s associations control the number of rental units
in their neighborhoods.
Mr. Klatt used a map to illustrate the current density of rental housing units in a number of
neighborhoods. The density on each block varied from 0% to 58%. There are a number of
methods to define the area that is being measured.
Residents in attendance expressed interest in codes to regulate the rental housing in their
neighborhood. They are concerned about the care of certain rental homes, increased police calls,
and property values.
Mayor Droste expressed concern over creating regulation across the entire city to address problems
in a single neighborhood or a few property owners.
Community Development Director Lindquist discussed the enforcement process of the rental
housing permits and the difficulties of such and explained that city staff will typically act on code
issues based on resident complaints.
Residents submitted a letter of complaints from the neighborhood.
Mayor Droste stated he would attempt to speak with the owners of the rental properties. The
residents asked for follow-up to hear what happened.
2. b. Private Streets
Community Development Director Lindquist discussed the private streets policy and the potential
for taking the currently private streets of the Westport neighborhood. The neighborhood meets
many of the policy requirements, but not the 60 feet of right-of-way without taking portions of the

lots, as well. This would potentially cause a need to amend the PUD and the easements of each
property to allow for snow storage.
Council members discussed maintenance and liability issues with taking the roads.
Ms. Lindquist discussed the difficulties of giving right-of-way, as taking the 15 feet would make it
the City’s property and the mortgage companies would probably have to sign off on it. Ms.
Lindquist suggested the City accept the road with conditions that allow for 100% agreement of the
residents to the amended easements.
2.c. Water Supply Plan
Interim City Engineer Morast discussed the Water Supply Plan, which is required to be done by the
city every 10 years. Seth Peterson, of Bolton & Menk, was selected to complete the plan.
Mr. Peterson gave an overview of the plan, which includes a number of items required by statute.
The plan is also required in order to apply for certain funding from the state.
Mr. Peterson noted that Rosemount has low percentages of unmetered ground water, which is a
good measurement. He discussed various water demand and usage rates over the last 10 years,
projected annual water demand for the next 10 years, alternative water sources, ways to decrease
demand, and other topics.
Council members inquired how projections were derived and the implications of certain usage
assumptions. Mr. Peterson explained where the numbers come from, and how they might be
utilized for local and regional planning.
Council members discussed various topics around the water supply plan.
Council member Demuth noted the interest of the Environmental and Sustainability Task Force in
water conservation and discussed a couple of ideas they have had.
2. d. Placement of Sidewalks in New Developments
Parks & Recreation Director Schultz presented a summary of the topic at hand. He discussed the
current standards, which were recently reviewed by the Parks & Recreation Commission. The
Commission recommended having sidewalks on both sides of new neighborhood streets. Mr.
Schultz stated that staff does not fully support this recommendation, as staff does look at individual
developments to see if they warrant sidewalks on both sides.
Community Development Director Lindquist discussed maintenance difficulties of sidewalks on
both sides.
Council member Weisensel stated support for sidewalks on both sides. Council members Demuth
and Nelson stated support for the current policy. Mayor Droste stated support for sidewalks on

both sides due to good sales in neighborhoods that do and for safety reasons. Ms. Lindquist
discussed the additional development costs of additional requirements.
Mayor Droste suggested a public engagement process of some kind in the spring and summer.
2.e. Council Meeting Calendar for 2017
City Administrator Johnson discussed the council meeting calendar for 2017. Ms. Lindquist stated
the Planning Commission work sessions currently take place on the second Tuesday in the month,
so the Tues/Tues/Tues schedule would mean the Planning Commission would have to move.
Mayor Droste suggested staying with the Tues/Mon/Tues schedule. Council member Weisensel
suggested adding work sessions after short regular meetings.
UPDATES
3. a. Updates from Council and Staff
City Clerk Hadler inquired about Council interest in attending NLC – CCC on March 11 – 15th.
Mayor Droste and Council member Weisensel expressed interest.
Mr. Schultz asked what size of smart board for the Steeple Center. Council members were generally
in support of the same as the current one.
Mayor Droste asked Council members when they might be available to attend goal setting sessions.
January 20 – 21st was tentatively planned for goal setting.
Council member Demuth noted that this was the Mr. Johnson’s last work session. She noted it was
also her last work session, and discussed some water and environmental topics she has interest in.
Council member Weisensel noted the Experienced Officials Conference in January. He plans to
attend.
Mayor Droste stated DCTC might move to a “poly-tech model”, which might mean additional
housing.
Mayor Droste discussed his and Mr. Johnson’s meeting with Jane Berenz of ISD 196.
Mayor Droste stated there is a suicide prevention presentation this coming Thursday.
Mayor Droste asked for suggestions for the upcoming Mayor’s column.
ADJOURNMENT
There being no further business to come before the City Council and upon a motion by Droste,
second by Demuth, the meeting was unanimously adjourned at 10:16 p.m.
