EXECUTIVE SUMMARY FOR ACTION
BACKGROUND
In 2001 there were funds allocated to building remodeling and expansion of City Hall.
Funds remain in that budget item that will be used for various upgrades to City Hall.
DISCUSSION
Alan Strand, Chief Building Official has been working with Corporate Mechanical, Inc. in
an attempt to have the mechanical system in City Hall work more efficiently and address
specific heating and cooling needs The attached proposes to allow computer
monitoring of the system to assist in making adjustments Adjustments also can be
made through the computer system, perhaps reducing the number of office visits by the
company. The computer package also records historic data which will be valuable when
planning future capital expenditures. Due to the problems we have experienced in trying
to regulate City Hall temperatures, staff supports purchase of the system.
RECOMMENDATION
Staff recommends approval of the expenditure of $15,928.00 from the Project Fund for
Building Expansion and Remodel 2001 for Automated Temperature Control System.

Temperature Control System, Management System Proposal:
Rosemount City Hall
Corporate Mechanical and System One Control are pleased to provide the following quotation to provide and
install a Staefa Talon Building Automation System "front end as manufactured by Siemens, to monitor and
control the following equipment.
A. VAV Boxes and Reheat Zones
Monitor, alarm if desired, and allow setpoint adjustment from the graphics package.
B. Carrier Air Handlers (2thus)
Controls coordinated with the reheat zone demands.
Monitor, alarm if desired, and allow setpoint adjustments from the graphics package.
This proposal includes the development of a full set of browser based animated graphics. The mechanical
systems can be monitored and adjusted from these graphics. The package includes alarms via email, historical
data gathering, and the display of system drawings and data sheets within a browser window.
This proposal does not include connection to the Trane air handlers at this time. Trane tells me that LON
networking cards are available for the units, and the Staefa system proposed includes LON. If you want to buy
the LON cards directly from Trane, we would be happy to run the LON communication trunk and develop the
interface and graphics on a time and material basis, I would be happy to throw in graphics for the boilers and
pumps.
If the owner is able to provide floor plans in Autocad or similar format, we will include them in our graphics
package, complete with room displays that change color proportion to deviation from setpoint.
The owner will be responsible for connection of the system to their network, and providing an exposed IP
address.
Total installed price for the above -noted scope: $15928.00
