Minutes of May 31, 2005 City Council Special Work SessionITEM #fib 6 ROSEMOUNT CITY PROCEEDINGS CITY COUNCIL SPECIAL WORK SESSION MAY 31, 2005 Pursuant to due call and notice thereof the City Council Special Work Session was held on Tuesday, May 31, 2005 at 6:30 p.m. in the Council Chambers at City Hall Mayor Droste called the meeting to order with Council Members Shoe Corrigan, Sterner, DeBettignies and Baxter present. Also in attendance were City Administrator Verbrugge, Assistant City Administrator Weitzel, and Finance Director May. Budget Discussion City Administrator Verbrugge explained that the purpose of the workshop was to get direction by Council on how to proceed with developing the 2006 budget. It was stated that staff was directed to begin the budget process by first identifying the 2006 costs for maintaining existing service levels. Department Directors were asked to focus on services that are provided on an on -going basis and reflect the necessary increases to maintain those services Verbrugge made clear that there would be budget increases as a result of the State's withholding of Market Value Homestead Credit, the annual installments on assessments for Connemara Phase II related to the acquisition of the Church of St. Joseph property, and implementation costs in association with the High Performance Partnerships initiative (HiPP) Next Verbrugge explained to Council that staff would also be preparing budget requests for items that would be considered additions to departmental activities These items would come in the forms of new or enhanced services, new personnel, or new initiatives. In providing the budget in this manner Council could review additional expenses and make decisions on their possible inclusion in the budget based on available resources while also determining an appropriate tax rate. Council Member Shoe Corrigan stated that past goals should be reassessed if there was no money or interest in pursuing them. Council Member Baxter stated that he would like to see the worksheets that staff would be developing regarding new initiatives. Mayor Droste stated that he would like Rosemount to have a more competitive tax rate with surrounding cities. The Council Members indicated that they were comfortable with the budget process as described and staff should proceed with putting together their budgets for 2006. Motion by Mayor Droste to adjourn the meeting at 9.37 p.m. Second by Sterner. Ayes: Five. Motion carried.
