ROSEMOUNT CITY PROCEEDINGS
CITY COUNCIL WORK SESSION
MAY 24, 2005
Pursuant to due call and notice thereof the City Council Work Session was held on Tuesday,
May 24, 2005, at 7 26 p m at the Rosemount Community Center, 13885 South Robert Trail,
Rosemount, Room 210.
Mayor Droste called the work session to order with Council Members Baxter, DeBettignies,
Shoe Corrigan, and Sterner present. Also in attendance were City Administrator Verbrugge,
Assistant City Administrator Weitzel, Public Works Superintendent Cook, City Engineer
Brotzler, Project Engineer Aderhold, and Communications Coordinator Cox.
Firefighter Compensation
Assistant Administrator Weitzel presented for Council consideration a request to provide an
annual stipend of $1000 per year for Special Operations Team (SOT) members. SOT
members are trained to respond to speciahzed situations such as hazardous material spills,
trench rescue, etc. Currently two members of the Rosemount Fire Department are part of
this team. The SOT operates independently of the Fire Department but compensation is the
responsibility of the Rosemount Fire Department. The normal compensation for drills for
Fire Department members is $2.00 per drill Assistant Administrator Weitzel requested a
$1000 stipend per member because of the extensive training and time commitment to the
SOT. The Council directed this item to be brought to the June 7th meeting for action.
Council members concurred that the $1000 stipend should be retroactive back to January
2005.
Pavement Management System
City Engineer Brotzler and Project Engineer Aderhold presented an update regarding the
2005 Pavement Management System (PMS) and the proposed five -year Capital
Improvement Program (CIP).
Mr. Aderhold indicated that the Pavement Management System is intended to prolong the
hfe the streets; and the goal of the system is to invest dollars at appropriate times. The PMS
is based entirely on visual inspections One -third of the paved streets would be evaluated
and rated each year. The rating of the street is based on the visible pavement distress
(cracks, patches, rutting, etc). As the ratings of the streets decline, the streets would be
scheduled for seal coating or overlays Pavement hfe without a PMS is 25 years versus 60
years with a PMS. Based upon the results of the PMS, staff could develop a 5 -Year Capital
Improvement Program for structural overlays, rehabilitation projects and reconstruction
projects. The development of projects would begin sooner which would allow more time
for the designs and public involvement process.
County Road 38 Turn -back
City Engineer Brotzler provided an update regarding a draft agreement between Dakota
County and the City of Rosemount to turn -back County Road 38 between Trunk Highway 3
and Blaine Avenue to the City. The reasons cited for the turn -back included low volume of
traffic and the street becoming a local collector street and not a regional collector street.
Dakota County has already taken action authorizing the approval for the execution of a turn-

back agreement with the City and a cash payment of $2,900,000 to the City as part of the
agreement. This item will be brought to the regular City Council meeting for approval.
Engineering Division Staffing
City Administrator Verbrugge presented an overview of the current and proposed staffing
levels for the Engineering Division. Mr. Verbrugge proposed the elimination of the Senior
Engineering Technician and the Water Resource Engineer; and the creation of two new
positions of GIS Coordinator and Staff Engineer. The GIS Coordinator position would
focus ion the development and enhancement of the City's GIS system and develop a
Comprehensive Asset Management Program. Staff requested direction on the restructuring
of positions within the Engineering Division. Discussion of these posirions will continue
during the budgeting sessions.
Updates
Administrator Verbrugge distributed copies of a petition that is being circulated regarding a
request for a new ordinance regarding land zoning changes for residents in the mobile home
park.
Member Sterner requested that the Council revisit the topic of sidewalks and trail property at
a Council Work Session in mid- summer.
The special meeting was adjourned at 9:06 p.m.
