August 10, 2005 EXECUTIVE SUMMARY BACKGROUND Staff provided a verbal report at the July 28 special work session that members of the McMenomy family have requested Council consideration to rename County Road 38 as McMenomy Road when the City takes turnback of the road from Dakota County Council asked to place the item on the August 10 agenda ISSUE County Road 38 is being turned back to local authority. Staff will be looking at renaming the stretch of road that currently goes by three different names 132n Street, Bonaire Path, and County Road 38. E.B. McMenomy has approached the City, on behalf of the McMenomy family, to request that this road be renamed McMenomy Road. Included m the attachments is a census document from 1922 that shows the address of property owners along this stretch being that of McMenomy Road The former home of Edward McMenomy at this location is in the process of being relocated to Heritage Village on the Dakota County Fair grounds. Staff spoke with Maureen Geraghty Bouchard, one of Rosemount's historical experts, to determine if there might be any competing claim to this stretch of road Ms Geraghty Bouchard indicated that a large area of land was owned by Edward McMenomy on both sides of what is now County Road 38 Andrew Keegan, for whom Keegan Lake is named, was the other large property owner m this area back in the day. However, to the best of Ms. Geraghty Bouchard's knowledge, no Keegans remain in Rosemount. SUMMARY Staff requests direction on how to proceed with the request to rename County Road 38. i Sul 07 05 07:39p Ed tictlenomd a 651 437 2110 p.1 PETITION TO RENAME PART OF COUNTY ROAD 38 TO BE CALLED "MCMENOMY ROAD" TO: THE MAYOR AND CITY COUNCIL OF ROSEMOUNT, DAKOTA COUNTY, MINNESOTA: WHEREAS, County Road 38, from Highway 3 to Blaine Avenue is to become a City Street, with major upgrades (See Exhibit A Attached), and WHEREAS, Historical Documents show that this road was previously known as "McMenomy Road" prior to its becoming a County road (See Exhibit B attached) and WHEREAS, Rapid development in the area creates the need to preserve our community history, as a public service, and WHEREAS, The facts hereinafter stated show a clear historical connection of this stretch of road to the McMenomy Family NOW THEREFORE, The undersigned hereby petition the City to re- establish this right of way, between Highway 3 and Blame Avenue, as "MCMENOMY ROAD" STATEMENT OF FACTS: In 1857 (See Exhibit C) Edward McMenomy purchased his homestead (colored red on Exhibit A), built his home and, with his wife Anne, raised their 6 children there. Edward died in 1873. The homestead was inherited by his wife and 6 children. The house survives, and is presently being transported to Dakota City, at the Dakota County Fairgrounds, m Farmington, for preservation as a historic building. In Edward's son (also Edward) acquired title to a second piece of land on McMenomy road, (colored in blue on exhibit A) and, with his wife Elizabeth built their home and raised their 8 children there. (3 died in infancy of scarlet fever and are buried in St. Joseph's Catholic Cemetery at Rosemount) This home also survives. This farm is still owned by 4 children of Arthur, the son of Edward and Elizabeth. The new St. Joseph's Catholic Church is built on a part of the original McMenomy homestead. Numerous McMenomys are buried in St. Joseph's Cemetery. Numerous McMenomys survive as residents of Rosemount today. Many have signed this petition. We are grateful for the good life which Rosemount has provided us. We are proud of our family history, and will continue to work to preserve it.
