Citizen Recognition Todd Endersbjadd Jeffrey Wilcziek AGENDA SECTION: Department Head Reports PREPARED BY: Gary Kalstabakken, Chief of Police AGE ATTACHMENTS: None APPROVED BY: RECOMMENDED ACTION Presentation of Certificates ACTION- SUMMARY On November 18, 2004 shortly after 4 00 p m Mr Jeffrey Wilcziek was at the car wash on Burma Avenue in Rosemount Mr Wilcziek was between wash cycles when he heard a "thud" sound and loud moan from the other wash bay As he went to look into the bay to see if anyone had gotten hurt, Mr Todd Endersbe was running into the bay asking, "Sir, are you all right Mr Endersbe had lust been pulling into the car wash to use it himself when he saw a man collapse in the wash bay Inside the bay on the floor, they found Mr Richard Gibbish collapsed Mr Gibbish was unconscious and his breathing was very labored Mr Wilcziek used a cell phone to call 9 -1 -1 and then Mr Wilcziek and Mr Endersbe began CPR on Mr Gibbish Officers Julie Rauenhorst and Beth Richtsmeier arrived within a couple of minutes Officer Rauenhorst provided oxygen to Mr Gibbish as the compressions were continued and Officer Richtsmeier readied the Automatic External Defibrillator (AED) for use Prior to attaching the AED, Mr Wilcziek and Mr Endersbe moved Mr Gibbish from the wet car wash to a dry area outside The AED was then used once on Mr Gibbish Compressions and oxygen delivery were continued and eventually Mr Gibbish began to breathe on his own, however, he remained unconscious As Mr Wilcziek was supporting Mr Gibbish's neck and head for CPR, Mr Wilcziek realized that his hands had blood on them from a cut on Mr Gibbish's head, which had occurred when he collapsed Ultimately, Mr. Gibbish was transported to a hospital He continues to recover from this medical emergency but hopes to be in attendance at the Council meeting to meet and thank his rescuers The quick and unselfish actions of Jeffrey Wilcziek and Todd Endersbe were vital to saving the life of Mr Gibbish Not only did these two citizens call for assistance, but they also performed CPR on a stranger until additional help arrived These two individuals should be recognized for their actions, which exemplify the "Spirit of Rosemount
