ACTION: Motion to approve A RESOLUTION approving a Charitable
Gambling Premises
Permit for the Rosemount Lions Club at Celts Irish Pub Grill at 14506
South Robert Trail
ACTION:
ISSUE
Celts Irish Pub Grill wishes to change the organization now issuing pull -tabs at 14506
South Robert Trail The Lions Club has made application with the State of Minnesota
and requires approval from the Rosemount City Council to proceed
BACKGROUND
The owner of Celts, Brandon Barth, informed the Jaycees of his wish to change the
organization managing pull -tabs The Gambling Manager for the Rosemount Jaycees,
Michele Stookey, met with Mr Barth and the Lions Club and they agreed upon the lease
ending on February 29, 2005 This will allow the Jaycees to decrease their inventory
and the Lions Club time to procure their gambling license with the State
The Gambling on Premises license term is for two years The Jaycee's are leaving their
term prematurely by one year The Lions gambling on premises license will run from
March 1, 2005 to February 28, 2007
The Lions have not held a gambling license in recent years They have approached this
endeavor seriously by educating their members and gambling manager through the
State Gambling Board The Lions look forward to using gambling profits to improve the
Rosemount community and benefit residents They are aware that 80% of the profits
must be used in our local area
SUMMARY
Staff recommends approval of the gambling premises permit for the Rosemount Lions
Club at Celts Irish Pub Grill

A RESOLUTION APPROVING A CHARITABLE GAMBLING PREMISES
PERMIT FOR THE ROSEMOUNT LIONS CLUB AT
CELTS IRISH PUB GRILL AT 14506 SOUTH ROBERT TRAIL
WHEREAS, the Rosemount Junior Chamber known as the Rosemount Jaycees, have noticed
that they will no longer be operating the charitable gambling at Celts Irish Pub and Grill after
February 29, 2005, and
WHEREAS, the Lions Club President Stacy Scholz has approached the City of Rosemount to
qualify for charitable gambling at Celts Irish Pub and Grill, and
WHEREAS, the Lions Club has trained four of the Lion members with the Minnesota
Gambling Board classes, and
WHEREAS, the Lions Club has assigned Donna M Wohlers as their Gambling Manager, and
WHEREAS, Gambling Manager Donna M Wohlers has attended the State of Minnesota
charitable Gambling Board training and passed the necessary tests
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Rosemount,
Dakota County, Minnesota, hereby approves the Lions Club Charitable Gambling Premises
Permit conduct charitable gambling in Rosemount at the Celts Irish Pub Grill, 14506 South
Robert Trail for the period of March 1, 2005 to February 28, 2007
