Resolution Supporting Robert Street/Highway 52 Transit StudyAGENDA ITEM: Resolution Supporting Robert Street /Highway 52 Transit Study AGENDA SECTION: Legislative /Intergovernment PREPARED BY: Jamie Verbrugge, City Administrator AGENDA NO. q h ATTACHMENTS: Draft Resolution APPROVED BY: l RECOMMENDED ACTION: Approve the sample resolution in support of state unding for the Robert Street Transitway Corridor 4 ROSEMOUNT CITY COUNCIL City Council Regular Meeting: January 11, 2005 EXECUTIVE SUMMARY BACKGROUND Members of the Dakota County legislative contingent will be seeking capital bonding support to fund the early stages of planning and engineering for development of a transitway in the Robert Street Corridor and Highway 52 that will extend from St. Paul to County Road 42 in Rosemount. ISSUE The corridor study will be the primary method to determine appropriate transportation solutions to complement the existing roadway system in this fast growing area of the region. SUMMARY The resolution is consistent with the City Council's interest in promoting transportation and transit solutions that well serve the residents of Rosemount. Upon approval, the official resolution well be prepared for Mayor Droste's signature and forwarded to Dakota County officials who are gathering resolutions of support from other Dakota County communities. Sample resolution in support of state funding for the Robert Street Transitway Corridor WHEREAS, the City of supports alternative ways to meet its citizens future transportation needs including transitway improvements, and WHEREAS, legislation has been introduced in the Minnesota Legislature (SF2296 and HF 2513) to appropriate $2 million to the Metropolitan Council for a feasibility study, an alternatives analysis, environmental documentation and preliminary engineering for a transitway in a corridor on or parallel to Robert Street and U.S. Highway 52 from Saint Paul Union Depot to Dakota County Road 42 in Rosemount, and WHEREAS, the corridor including the cities of Saint Paul, West Saint Paul, Lilydale, South Saint Paul, Mendota, Mendota Heights, Sunfish Lake, Inver Grove Heights, Rosemount, and Eagan, is growing significantly in population and employment, and WHEREAS, traffic congestion is forecast by the Minnesota Department of Transportation to be a significant daily occurrence for Highways 52, 149, 3, and 55, with no highway expansions planned before the year 2025, and WHEREAS, an Ad Hoc Robert Street Corridor Transitway Group consisting of municipal, county and state officials, the business community, environmental and transit interests recommends support for legislation providing funding for studying transitway development. NOW, THEREFORE BE IT RESOLVED, That the City of recommends that the Legislature and Governor favorably consider the proposal for a feasibility study, an alternatives analysis, environmental documentation and preliminary engineering for a transitway in the corridor generally described as on or parallel to Robert Street and U S. Highway 52 from the Union Depot Multimodal Transit Hub to Dakota County Roaa 42 in Rosemount. BE IT FURTHER RESOLVED, that copies of this resolution be transmitted to all Dakota and Ramsey County Legislators and other legislators as appropriate and to Governor Tim Pawlenty.
