As we have not yet received the pay equity points to posmon within our internal comparisons, the exact wage rates have yet to be determined As the points should be received by Staff within a week, we ask that this position be approved with Council's understanding that the wage scale fall within the budgeted amount. The GIS Technician is housed within the Community Development Department but will receive work direction from the GIS Coordinator These assignments are made orally and /or in writing and consist of goals and objectives with approximate time schedule Work is generally reviewed upon completion and is periodically spot- checked during progress. ESSENTIAL DUTIES AND RESPONSIBILITIES 1. Provides assistance to City staff as required in the use of ArcCad, AutoCad, ESRI's ArcGIS products, and associated software for access to the City's spatial data with special attention towards programs that alter or modify existing data. 2. Works independently. The assignments and objectives are prescribed but the methods are not typically reviewed or controlled while the work is in progress The employee is expected to take the initiative in solving most problems of detail, except those which are new or unusually complex in nature. 3. Creates and maintains point, line, polygon, and annotation feature classes in personal geodatabases with ArcGIS software 4. Prepares clear, complete, and accurate representation of the City's spatial data using maps, layouts, charts, or posters to City departments and the public. 5. Imports data from various media, loads to database, checks and verifies data created 6. Provides assistance with the City's Enterprise GIS support, maintenance, and management 7. Prepares complete and accurate documentation regarding metadata according to the standards set forth by the Governor's Council of Geographic Information. 8. Assists in the management and maintenance of the City's official GIS map(s). i.e., street utility, zoning, land use, etc 9. Updates and maintains "as- built" record data within the City database and associated base maps database 10.Collects GIS data using GPS /Survey techniques and import created data into City's GIS. 11.Assists with technical support and training to other departments regarding GIS data and software. 12 Assists City staff with Microsoft software issues and questions. 13. Provides public information in graphic, written, and verbal form regarding engineering, planning, and parks information 14 Performs such other duties as assigned. MINIMUM QUALIFICATIONS 1. Four years experience in Geographic Information Systems using ESRI ArcGIS software suite or Computer Aided Drafting 2 Equivalency of a Bachelor's Degree in GIS, cartography, geography, computer science or environmental sciences. DESIRABLE QUALIFICATIONS 1 Experience working for local government. 2. Knowledge of Computerized Mapping Techniques. 3. Knowledge of survey methods and techniques. 4 Experience in the planning, designing, construction, inspection, and maintenance of Public Works projects or combinations experience and education. 5. A willingness to expand knowledge and skills. 6. Masters's Degree in Geographic Information Systems (MGIS). 7 Common GIS programming languages and environments (Le. SQL, Visual Basic, Visual C Java, .NET). NECESSARY KNOWLEDGE, SKILLS AND ABILITIES 1 Mastery of the GIS software and hardware and a desire to explore the capabilities to obtain maximum utilization of the system. Should be innovative in testing the limits of the GIS 2. Knowledge of Coordinate Geometry, Electronic Data Collectors, and Land Survey practices. 3. Thoroughly familiar with all GIS and mapping procedures, symbols, and have the ability to read and understand maps, schematic drawings, and diagram and instruction manuals 4. The ability to work independently, make decisions, and follow projects through to completion as required by responsibilities and authorities in this position description. 5. Ability to analyze and solve problems with GIS computer hardware, software and applications. 6. Must accept multiple tasks and be adaptable to a variety of disciplines and requests. 7 Must communicate effectively both verbally and written, to assure that products are completed with the end user in mind. 8. Must have a willingness to share knowledge and work harmoniously with others. 9. Ability to coordinate with City departments, county, utility companies who need expertise and assistance with GIS and CAD projects 10 Ability to reason through project and determine best way to solve using various modules of GIS and CAD software. Noise level in the work environment is usually fairly quiet while in the office, although the ability to work with constant noise distractions is required.
