Benefit IncreasesAGENDA ITEM: Benefit Increases AGENDA SECTION: Consent PREPARED BY: A steitoel, Assistant City dm n AGEN :f 4 ATTACHMENTS: None APPROVED BY: (f�/ RECOMMENDED ACTION: Motion to approve the requested benefit increases. 4 CITY COUNCIL City Council Regular Meeting: February 21, 2006 EXECUTIVE SUMMARY ISSUE Should the City continue its historical pattern of maintaining a comparable level of benefits within its employee population? BACKGROUND The City of Rosemount and LELS Police Officers and LELS Sergeants negotiated changes m their contracts that affect the City's overall life insurance plan. On January 17 Council approved, as a part of LELS contract changes, an increase from a $10,000 policy to a $15,000 policy The LELS units were agreeable to delaying the implementation to March 1, 2006. Our life insurance carrier has indicated that according to our plan, a change in policy amounts would need to pertain to our entire population of full-time benefit earning City of Rosemount employees Because of this, staff is requesting an Increase to the City's contnbutton for a basic life Insurance policy from a $10,000 term life insurance plan to a $15,000 plan. In addition, the following two items of increase are requested specifically for the twenty employees who ate not represented by a collective bargaining unit: An Increase of 4 hours of floating holiday and 4 hours of floating holiday when Christmas Eve falls on a Friday, Saturday or Sunday (12 total holidays) A VEBA contribution increase from $480 to $530. The increase to the number of holidays reflects changes offered to other employee groups in 2004, and the VEBA contribution has been increased for two of the collective barga rang units The remalmng two units have not yet settled for 2006. SUMMARY The changes that have been requested are comparable with other Stanton 6 communities and with other internal employee groups Therefore, it is requested that Council approve the increase m the level of term- life insurance for all employees and the level of holidays and VEBA contribution for non represented employees.
