Streets 2. Sanitary Sewer CITY COUNCIL 06 EXECUTIVE SUMMARY Apro Development, Inc. has submitted a preliminary plat for a 45 -acre parcel located west of the Business Park, adjacent to Trunk Highway 3 This time the developer has requested that the City begin the preparation of plans and specifications and will be depositing funds for costs associated with the preparation of plans and fees The development site is located south of CSAH 42 and east of Trunk Highway 3. The development consists of approximately 45 acres of property to be platted as two parcels and one larger outlot that can be replotted in the future for an additional four properties The existing land use is agricultural, and is zoned for light industrial /business park use as BP -1 and BP -2 Access to the site would be provided by an extension of Boulder Avenue and by a new cul -de -sac off Boulder Avenue Boulder Avenue currently terminates in a cul -de -sac just east of the proposed development, and the extension of Boulder Avenue would continue south along the development's eastern property line and end m a temporary cul -de -sac. Extension of Boulder Avenue further south is proposed to occur with future development m the area The proposed improvements include the construction of city streets, storm sewer, and extension of water and sanitary sewer utilities Approximately 1100 feet of new bituminous street is proposed to provide access to the new development, including an extension of Boulder Avenue and a new cul -de -sac providing access to the northern portion of the development Bituminous paving and concrete curb and gutter are proposed as a part of this project. Sanitary sewer service for the development will be provided from the extension of an existing 8 -inch sanitary main in Boulder Avenue G \ENGPAOJ \402 \AuthPln &SpecCC2 -21 -06 doc R 3. Watermain Water service will be extended from the existing Rosemount Water System. These proposed improvements are in accordance with the Rosemount Water Supply and Distribution Plan. Extension of an existing 12 -inch ductile iron pipe (DIP) watermam will be constructed m Boulder avenue to provide water service to the proposed development Fire hydrants will be installed along City streets in accordance with City Standards. 4. Storm Sewer The proposed storm sewer improvements include the construction of lateral storm sewer systems to serve the public road right -of -way. The site storm sewer systems will be designed for a 10 -year rainfall event Most of die stormwater runoff from the site will be directed to a large stormwater treaunent pond on site. 5. Funding The funding for the lateral public improvements will be collected from the developer, Apro Development, Inc and will fund 100% of project costs for streets, sanitary sewer, wate,iam, and storm sewer 6. Schedule It is anticipated that the pubhc improvements for the Business Park Phase III will be started in the spring of 2006 and fully completed, including all restoration items except the bituminous wear course by summer of 2006 SUMMARY: Staff is requesting that the City Council adopt the attached resolution ordering the project and authonzmg the preparation of plans and specifications for City Project #402 2 WHEREAS, Apro Development, Inc. has requested the City of Rosemount prepare plans and specifications for Business Park, Phase III Street and Utility Improvements, City Project #402, and WHEREAS, Apro Development, Inc.. has deposited the necessary funds with the City for preparation of the plans and specifications for City Project #402; and WHEREAS, Apro Development, Inc. acknowledges that this action does not imply or guarantee City Council approval of the final plat for Business Park, Phase III. NOW THEREFORE BE IT RESOLVED, the City Council of the City of Rosemount orders the preparation of plans and specifications for said improvements of City Project #402. ADOPTED this 21 day of February, 2006.
