EXECUTIVE SUMMARY
ISSUE
The City has initiated a rezoning process to bring the four Business Park zomng classifications into
compliance with the new single classification Business Park district The new single classification Business
Park district was created as a result of the Business Park text amendment The proposed rezoning would
reclassify all properties with one of the four distinct Business Park zoning classifications (BP -1, BP -2, BP-
3, and BP -4) to the new common BP Business Park classification.
PLANNING COMMISSION ACTION
The Planning Commission held a public hearing to review this item during their March 14, 2006 meeting.
After hearing from staff, the commission opened a public hearing. With no public comment offered, the
Commission closed the public hearing and had some general discussion regarding the proposed zoning
reclassification. After some discussion, the Commission voted 4 -0 to recommend the City Council adopt
an Ordinance rezoning all BP Business Park 1, 2, 3, and 4 properties to the new common BP Business
park classification.
BACKGROUND
The recommended change comes about due to changes in the Business Park text amendment. As
mentioned above, the proposed rezoning would reclassify all properties with one of the four distinct
Business Park zoning classifications (BP -1, BP -2, BP -3, and BP -4) to the new common BP Business
Park classification. The BP Business Park zoning classification remains consistent with the existing BP
Business Park Comprehensive Guide Plan designation and, therefore, will not necessitate re- guiding the
properties.
CONCLUSION
Staff recommends approval of the attached ordinance rezoning all properties within the City of
Rosemount with one of the four distinct BP Business Park classification (BP -1, BP -2, BP -3, or BP -4) to
BP Business Park District. This recommendation is based on the findings that the new common BP
District conforms to the standards and policies contained m the new BP Business Park text amendment
as well as the existing BP Business Park section of the Comprehensive Plan

CITY OF ROSEMOUNT ZONING ORDINANCE

THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA, ORDAINS AS
FOLLOWS:
Section 1. Ordinance B, adopted September 19, 1989, entitled "City of Rosemount Zoning
Ordinance," is hereby amended to rezone all property zoned BP- Business Park (BP -1, BP -2, BP -3
and BP -4) to BP Business Park within the City of Rosemount as depicted on the map attached
hereto and incorporated herem as Exhibit A.
Section 2. The Zoning Map of the City of Rosemount, referred to and described in said
Ordinance No. B as that certain map entitled "Zoning Map of the City of Rosemount," shall not be
repubhshed to show the aforesaid rezoning, but the Clerk shall appropriately mark the said zoning
map on file in the Clerk's office for the purpose of indicating the rezoning hereinabove provided for
in this Ordinance and all of the notation references and other information shown thereon are hereby
incorporated by reference and made part of this Ordinance.
Section 3. This ordinance shall be effective immediately upon its passage and publication
according to law.

MOTION by Zurn to the close the Public Hearing. Second by Schultz, Ayes: All.
Nays None Motion approved.
MOTION by Messner to recommend that the City Council adopt the attached
Ordinance Rezoning All BP Business Park 1, 2, 3, and 4 District to BP Business
Park. Second by Schwartz. Ayes. All. Nays: None Motion approved.
Mr. Lindahl indicated this item would go before the City Council on April 4, 2006.
