ISSUE
The City of Rosemount and the American Federation of State, County and Municipal Employees
(AFSCME) Local 3857 have negotiated m good -faith and have come to a tentative agreement
BACKGROUND
AFSCME members consist of clerical and technical staff. At this time, negotiations with the AFSCME
Umt have been completed for a 2006 through 2007 contract. The Collective Bargaining Umt and City
have reached a tentative agreement on the following items.
1. Memorandum of Understanding VEBA Account
Inclusion of language stipulating a contribution into the VEBA account.
2006 $530 /year
2007 $530 /year
Currently $480 and no language regarding additional contribution
2. New Article, Constitutional Protection
Employees shall have the rights granted to all citizens by the United States and Minnesota State
Constitution.

3. Article 21, Vacations
Change to maximum accrual of 240 hours for all full-time employees.

EXECUTIVE SUMMARY
4. Article 22, Holidays
An increase of 4 hours of floating holiday and 4 hours of floating holiday when Christmas Eve falls on
a Friday, Saturday or Sunday (12 total hohdays)

5. Article 23, Sick Leave
In the event of the death of employee, the estate shall be entitled to one hundred percent (100 of
the employee's accumulated sick leave at the rate last paid to the employee.
Currently no language regarding this
6. Article 24, Insurance
Increase the life insurance policy to $15,000.
Currently 310,000
7. Article 26, Educational Reimbursement
Increase educational reimbursement rates to $1,250.
Currently 31,000
8. Article 29, Part -time Employee Benefits
Change language to read:
Employees regularly scheduled, on a continual yearly basis, thirty hours per week or more, but less
than forty, will receive an accrual rate of 75 of full -tune accrual rates for sick, vacation and funeral
leave.
Provided the employee is normally scheduled to work the day of the holiday, employees regularly
scheduled on a conttnual yearly basis thirty hours per week or more, but less than forty, will receive an
accrual rate of 75% of full-time accrual rates for holiday pay.

9. Article 30, Duration
Two year contract.

2006 3%
2007 2% on January 1 and an additional 1% on July 1
SUMMARY
On March 23, 2006 the AFSCME unit voted and approved these contract changes. The changes that have
been made to the contract are comparable with other Stanton 6 communities and other City of
Rosemount bargaining units. Therefore, it is requested that Council approve the labor agreement for the
AFSCME Local 3857 Collective Bargaining Unit for the years 2006 through 2007 and authorize the
necessary signatures.
