City Council Salary Survey APPROVED BY: v RECOMMENDED ACTION: Discussion 4 ROSEMOUNT CITY COUNCIL City Council Work Session: April 12, 2006 EXECUTIVE SUMMARY ISSUE Council Member Sterner has requested a discussion pertaining to Council compensation. BACKGROUND The current level of compensation for the Mayor and Council Members has been in place since January, 2001. Compared to 1990 compensation levels, pay increased by $1,300 per year for the Mayor and $1,200 per year for Council Members. The City of Rosemount has followed a philosophy of implementation of equitable pay ranges for its employees In following this standard, staff has evaluated-salanes of city councils in communities of similar size as well as those of surrounding communities in'Dakota County. Dakota County cities are circled on the salary survey attachment. Rosemount currently trails the like -sized communities of Hastings, South St. Paul and West St. Paul. Rosemount is higher than Farmington. In communities that are similar in size and development stage to Rosemount those cities which we analyze comparatively in terms of Key Financial Strategies (underlined in the attachment) Chaska is the only community roughly equivalent to Rosemounes salary structure. SUMMARY If Council were looking to Staff for a recommendation of a reasonable salary increase, it appears that a fair compensation based on similar metro -area communities and neighboring cities would be $8400 for Mayor and $6000 for Council. Salaries Established: Commencing January 1, 1990, the salaries for Mayor and Council for the City shall be as follows: Mayor $350.00 per month Council 300.00 per month B. Per Diem Payments• Commencing January 1, 1990, per diem in the amount of twenty dollars ($20.00) per meeting will be paid to the Mayor and any Councilmember who attends meetings in the City excluding regularly and specially scheduled Council meetings. A per diem payment in the amount of twenty five dollars ($25.00) per meeting will be paid to the Mayor and any City Councilmember who attends meetings outside the City. In addition to per diem for out of City meetings, expenses incurred while attending meetings while on City business will be reimbursed to the Mayor and Councilmembers. No more than one per diem per day may be claimed. C. Pursuant to Minnesota Statutes section 176.011, subdivision 9, clause 5, the elected officials of the City of Rosemount are hereby included in coverage of the Minnesota Workers Compensation Act. Salaries Established: Commencing January 1, 2001, the salaries for mayor and council for the city shall be as follows. Mayor $5,500.00 annually Council members 4,800.00 annually (Ord. 11.9, 4 -4 -2000) B. Workers' Compensation Act: Pursuant to Minnesota Statutes, section 176.011, subdivision 9, clause 5, the elected officials of the city are hereby included in coverage of the Minnesota workers' compensation act.
