EXECUTIVE SUMMARY
SUMMARY
During the recent City Council goal setting meetings, the Council asked staff to develop a work plan for
developing an Outdoor Recreation Complex
Staff have discussed this opportunity and have developed a work plan that will cover all pleases of the
development of an outdoor recreation complex. Staff has contacted neighboring cities and they have used
smnlar processes for developing their outdoor recreation complexes.
Staff would like for the City Council to review the work plan and discuss it with staff.

Identify why additional field space is being requested. In many cases the
additional needs come from community growth, introduction of new sports
such as lacrosse, increase in participation and land use issues.
Site selection is the second step m the process of developing an outdoor
recreation complex The site selection plays a vital role in the process because it
is the starting point for the complex design. Key factors in selecting a site Include
topography, access, location and size of the land.

Step 3 Master Plan the Site /Conduct Feasibility Study /Create Cost Estimate
Once the need has been established and a site has been selected, the design
process will begin by master planning the site and conducting a feasibility study
on the site The master plan wall give us an idea of the lav out of the site and the
feasibility study will pros ide mformauon on whether the proposed site layout is
feasible and what the estimated costs to develop the site could be
Step 4 Meet with Special Interest Groups
Following the in -depth participation from the Parks and Recreation Commission
in the first three steps, the next step would be to involve the special interest
groups These are often the groups requesting additional fields or asking about
when additional fields will be available Getting these special interest groups to
support the planning efforts from this point on is crucial If the people who will
be using the facilities most don't approve of the planning efforts, it will be more
difficult to gam the support of the remamder of the community
Step 5 Create Marketing Tools
These items are typically maps and other literature that are visually pleasing and
very informative The marketing tools will help people understand exactly what is
being proposed.
Step 6 Share Plans with Residents
This is the time when the City of Rosemount (City Council, Park and Recreation
Commission and staff) share the plan with the general public. This could consist
of a series of pubhc open houses, cable broadcasts, press conferences, and other
presentations to let the residents see what the City feels will best meet the
community's needs and improve their quality of life
Step 7 Survey Residents
Many cities have used item specific resident surveys to measure the interest of
the community on a specific topic such as recreational facilities The surveys let
the City know liow the community feels about the recreational facility being
planned and whether they would be willing to pay for the facility.
Step 8 Decide if a Referendum is Prudent
If a referendum is being considered, by this step in the process we should have a
feeling on how to best move forward.
