Emergency Operations Plan OverviewAGENDA ITEM: Emergency Operations Plan Overvievx A AGENDA SECTION: PREPARED BY: Gary Kalstabakken, Chief of Police A AGEN o a- ATTACHMENTS: Draft of Emergency Operations Pan (Council and Administrator Packets Only) A APPROVED B RECOMMENDED ACTION: Discussion ROSEMOUNT CITY COUNCIL City Council Work Session: April 12, 2006 SUMMARY Every municipahty within Minnesota is required to have an Emergency Operations Plan, which is prepared by the city's designated emergency manager. In Rosemount, the position of chief of police has been designated through job description /responsibilities as the city's emergency manager. The City's most recent revision of the Emergency Operations Plan (EOP) is attached. This document is a fairly extensive rewrite of the EOP. The majority of the plan revision was done by Lt Dwayne Kuhns who serves as the deputy emergency manager Lt Kuhns will be present to provide an overview of the document and its practical use in planning, exercise design and actual emergencies. As you review the document there are key points to keep m mind: EXECUTIVE SUMMARY This is an "All Hazards" Emergency Plan The EOP contains guidelines and principles which are apphcable to any type of event which may require implementation of certain aspects or all aspects of the plan It is impossible to anticipate every possible emergency event and every possible location of an event to develop site and event specific plans. The EOP is a supplement to each department's standard operating procedures. For example, clearing of debris from city streets could be undertaken using a combmanon of procedures used for other functions of pubhc works, e g snow plowing maps could be utilized to prioritize streets and neighborhoods to be cleared Adjusts to standard procedures are made based upon the specific circumstances of an event. The EOP does reference outside agencies which would be called upon to handle certain tasks that are beyond the scope of Rosemount's capabilities and /or are typically the mission of the outside agency. Private businesses meetmg certain requirements must develop their own EOP and to provide a copy of that plan to the local emergency manager. The purpose of reviewing the plan is two -fold First, it is an opportututy to famiharize the Council with the EOP Second, the EOP will be brought to a Council meeting in the near future for formal adoption. Following approval and adoption by the Council, the EOP will be forwarded to the Dakota County Emergency Preparedness Coordinator and the MN Division of Homeland Security and Emergency Management The FOP is required to be reviewed and approved by both of those agencies.
