CITY COUNCIL
City Council regular meeting April 18, 2006
EXECUTIVE SUMMARY
For the third consecutive year, the Rosemount City Council is observmg National Volunteer Week to
honor those citizens who contribute their tune and energy without compensation to the betterment of our
community. This year, the Week will be April 24 through 28. For tonight's Council meeting, which is the
meeting scheduled clpsest to the national observance, a number of volunteers will appear before the
Council to receive its thanks on behalf of Rosemount.
BACKGROUND
At its meeting on March 21, 2006, the Council unanimously approved a resolution proclaiming National
Volunteer Week in Rosemount. The resolution recognizes that Rosemount "benefits greatly from the
volunteer efforts of its citizens to meet social needs." It also states that "volunteering promotes fellowship
and umty, as well as increased commumty awareness and the maintenance of the quahty of hfe." And it
includes an estimate based on federal surveys that more than 4,600 Rosemount residents take part m some
form of volunteer work, in many instances helping reduce the burden on the City's taxpayers.
Beginning in early February, the City solicited names of worthy volunteers who deserve the City's thanks
and who can sen-e as an example to encourage more residents to volunteer for the benefit of the
community. City staff collected a number of nominations from the pubhc, and staff provided a number of
recommendations of their own from hsts of citizens who have worked directly with City government
during the past year.
In all, we have prepared 80 certificates based on those nominations. Some of them go to more than one
person, such as a wife- and husband who work together on volunteer efforts or a family or group. Some
of the honorees are unable to attend tonight, but we will still identify them. For those who are here
tonight, we will ask them to come forward and receive the commendation from the Mayor. After we have
handed out the certificates, we will ask all the recipients to come forward for a group photo.
We have divided our list of 80 into groups based roughly on the type of volunteer work they have
performed. But it is important to note that many of the citizens recognized tonight get involved with
more than one activity for the good of the community. And a few of tonight's recipients are not residents
of Rosemount, but still deserve our thanks for their efforts that benefit our residents.

allowing us to draw attention to them, as an example of the benefits to our community, and as role models
for us all

SCOUTING
The Council is honored throughout the year by visits from Rosemount's young people who have achieved
a high level of merit m Scouting and who receive commendations from the City. Tonight there are a
number of honorees who make those accomplishments possible by serving as leaders.
ADOPT A PARK
The City is proud of its collection of parks for the benefit of its residents. Many of those parks are
maintained through the volunteer efforts of various groups, families, and a long standing Rosemount
business. We've asked representatives of each group to accept a certificate.

SCHOOLS
Rosemount's pubhc and non -public schools benefit from the assistance of scores of volunteers, who help
in the classrooms and with activities and fundraising beyond. The City asked each school that serves
students from Rosemount to suggest volunteers who can stand in tonight for the large number of parents
and other adults helping our students.

LEPRECHAUN DAYS AND HAUNTED WOODS TRAIL
Our final group combines two large committees, whose members organize and carry out Rosemount's two
community celebrations: Leprechaun Days m July, and the Haunted Woods Trail in October. We mixed
the lists together here because so many of the individuals devote time to both celebrations. And m fact,
many of the volunteers who've already stepped forward tonight also lend a hand to these events.
