Brotzler, P.E., City Engineer 111 i� AGEN B ATTACHMENTS: Resolutions, Map APPROVED BY: RECOMMENDED ACTION: 1) Motion to Adopt a Resolution Streets. -AND 2) Motion to Approve a Resolution Establishing State Aid Revoking Municipal tate -Aid Streets. 4 ROSEMOUNT CITY COUNCIL City Council Meeting: April 18, 2006 EXECUTIVE SUMMARY ISSUE: Adoption of resolutions defining Rosemount's Municipal State Aid street system. BACKGROUND: Each yeas, based on development and the addition of streets, the City updates the mileage of the entire street system and certifies this mformation to the Municipal State Aid Distract Engineer. This is done as part of the City's Mumcipal State Aid (MSA) system. Through a formula, Cites are allocated a certain number of miles to designate as Mumcipal State Aid Streets, which makes that street ehgible for receiving MSA funds for construction and maintenance Adoption of the attached resolution by Council will allow the City of Rosemount to begin collecting MSA needs funding in 2006 for the additional street mileage. This year we will be revoking or removing five existing streets from the system due to development and reprioritizatton of the need for collector streets The streets being removed are as follows: o 155th St. W. (MSAS 102) Shannon Pkwy. to Chippendale Ave. (0.50 existing miles) o 132nd St (MSAS 105) segment from Dodd Rd E to TH 3 (0 12 existing miles) o Dodd Blvd. (MSAS 113) 132nd St to McAndrews Rd. (CSAH 38) (0 65 existing miles) o Business Pkwy. (MSAS 120) Boulder Tr. to 150th St W. (CSAH 42) (0 20 existing miles) o Boulder Tr. (MSAS 121) Business Pkwy. to Biscayne Ave. (0.33 existing miles) 'Two streets will be added to the system. The addition of non existing streets is in line with proposed future streets and development The streets being added are as follows o 135th St. W. (MSAS 105) extension from Bacardi Ave. to Blaine Ave. (CSAH 71) (2.51 existing miles) o Donnelly Ave. (MSAS 131) 160th St (CSAH 46) to 140th St (1.98 existing and non existing miles) There is a total of 1.80 mules that is proposed to be revoked plus an additional 0 21 miles that was left undesignated from last year, for a total of 2 01 miles that can be added to the MSA system. Because the 2.51 miles of 135`" Street West is a county road turnback (County Road 38), it can be added to the system without counting against mileage available to be added Therefore, the total amount of street imleage proposed to be added this year is 4 49 miles leaving 0 03 miles undesignated at this time. With Council's G \MSAS \2006MSAS DesignationCC4-18-06 doe authorization, Staff will submit the approved resolution to MnDOT for approval of the new street as shown on the attached map SUMMARY: Staff recommends that the City Council adopt the attached resolutions establishing and revoking State Aid Streets. t ADOPTED this 18th day of April, 2006 ATTEST: (SEAL) James D. Verbrugge, Deputy City Clerk CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2006 A RESOLUTION REVOKING MUNICIPAL STATE -AID STREETS WHEREAS, it appears to the City Council of the City of Rosemount that the roads hereinafter described as Municipal State -Aid Streets under the provisions of Minnesota Law, NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the roadways described as follows, to -wit o MSAS 102 155th St. W.- Shannon Pkwy. to Chippendale Ave. (0.50 rules) o Part of MSAS 105 132nd St.- Dodd Rd. E. to TH 3 (0.12 miles) o MSAS 113 Dodd Blvd.- 132nd St to McAndrews Rd. (CSAH 38) (0.65 miles) o MSAS 120 Business Pkwy.- Boulder Tr to 150th St. W (CSAH 42) (0.20 miles) o MSAS 121 Boulder Tr.- Business Pkwy. to Biscayne Ave. (0.33 miles) be, and hereby is, revoked as Municipal State -Aid Streets of said City subject to the approval of the Commissioner of Transportation of the State of Minnesota. BE IT FURTHER RESOLVED, that the City Clerk is hereby authorized and directed to forward two certified copies of this resolution to the Commissioner of Transportation for his consideration. CERTIFICATION I hereby certify that the foregoing is a true and correct copy of a resolution presented to and adopted by the City Council of Rosemount at a duly authorized meetmg thereof, held on the 19th day of April, 2005, as disclosed by the records of said City in my possession. NOW THEREFORE BE IT RESOLVED, by the City Council of the City of Rosemount that the roadways described as follows, co -wit o Extension of MSAS 105 135th St. W.- Bacardi Ave. to Blaine Ave. (CSAH 71) (2 51 miles) o MSAS 131 Donnelly Ave: 160th St. (CSAH 46) to 140th St. (1.98 miles) be, and hereby is established, located, and designated as Municipal State -Aid Streets of said City, subject to the approval of the Commissioner of Transportation of the State of Minnesota.
