ISSUE:
EXECUTIVE SUMMARY
Receive plans and specifications for the JJT Business Park l' Addition Street and Utility Improvements
and authorize the advertising for bids for City Project #402.
BACKGROUND:
On February 21, 2006, Council authorized the preparation of plans and specifications for the above
referenced project. The proposed improvements include new street and utility construction. A brief
review of the proposed improvements is as follows.
The JJT Business Park development site is located south of CSAH 42 and east of Trunk Highway 3
adjacent to the Business Park. Access to the site will be provided by an extension of Boulder Avenue and
by a new cul -de -sac off Boulder Avenue. Boulder Avenue currently terminates in a cul -de -sac just east of
the proposed development, and the extension of Boulder Avenue would continue south along the
development's eastern property line and end in a temporary cul -de -sac.
1. Streets
Approximately 1100 feet of new bituminous street is proposed to provide access to the new development,
including an extension of Boulder Avenue and a new cul -de -sac providing access to the northern portion
of the development. Bituminous paving and concrete curb and gutter are proposed as a part of this
project.
2. Sanitary Sewer
Sanitary sewer service for the development will be provided from the extension of an existing 8 -inch
sanitary main m Boulder Avenue.

3. Watermain
Water service will be extended from the existing Rosemount Water System. Extension of an existing 12-
mch ductile iron pipe (DIP) watermam will be constructed in Boulder Avenue to provide water service to
the proposed development. Fire hydrants will be installed along City streets m accordance with City
Standards.
4. Storm Sewer
The proposed storm sewer improvements include the construction of lateral storm sewer systems to
serve the pubhc road right -of -way. Most of the stormwater runoff from the site will be directed to a large
stormwater treatment pond on site
5. Funding
The funding for the lateral pubhc improvements will be collected from the developer, Appro
Development, Inc., and will fund 100% of project costs for streets, sanitary sewer, watermam, and storm
sewer.
A copy of the plans and specifications is on file m the Engineering Department.
SUMMARY:
Staff is requesting that the City Council adopt the attached resolution receiving the plans and specifications
and authorizing the advertising for bids for City Project #402.

A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT OF BIDS FOR
JJT BUSINESS PARK 1 ADDITION STREET AND
UTILITY IMPROVEMENTS
CITY PROJECT #402
WHEREAS, the City Council of the City of Rosemount have ordered the preparation of plans and
specifications for the JJT Business Park 1" Addition Street and Utility Improvements, City Project #402 and
such plans and specifications have been presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file m the office of the City
Clerk
2. The City Clerk shall prepare and cause to be inserted in the offinal City newspaper and the Construction
Bulletin an advertisement for bids upon the making of such improvements under such approved plans
and specifications for City Project #402.
3. The advertisement shall be pubhshed in each of said publications at least once not less than three (3)
weeks before the date set for opening bids, shall specify the work to be done, shall state the bids will be
pubhcly opened on May 12, 2006 at 10 00 o'clock a.m. at the Rosemount City Hall m said City and that
no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash
deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 percent of
the amount of such bid.
