EXECUTIVE SUMMARY
Receive plans and specifications for the Evermoor Crosscroft 3` Addition Street and Utility
Improvements and authorize the advertising for bids for City Protect #403.
BACKGROUND:
On March 6, 2006, Council authorized the preparation of plans and specifications for the above
referenced protect. The Evermoor Crosscroft 3'' Addition is comprised of 47 single- family residential
units, and is a continuation of the Evermoor Crosscroft neighborhood, located along the north side of
Connemara Trail and west of Evermoor Parkway The proposed improvements include new street and
ut lity construction. A brief review of the proposed improvements is as follows:
1. Streets
Pnvate streets to be constructed as a part of the Evermoor Crosscroft 3` Addition include
Crossmoor Court will be extended south from Crossmoor Avenue,
Crosschffe Path will be extended west from Crosscroft Avenue, and
Crosscroft Place will be extended west from Crosscroft Avenue, and
Crossmoor Avenue South will be constructed to connect Crosscroft Place with Crosschffe Path,
parallel to Crosscroft Avenue.
Clare Downs Way will be extended north from Connemara Trail, and will provide access to the
intenor of the 3 Addition from Connemara Trail, via Crosscroft Place.
All proposed private streets are to be constructed to a width of 28 -feet with modified `S' (surmountable)
concrete curb and gutter. Sidewalks will be provided on one side in some, but not all locations.
2. Sanitary Sewer
Sanitary sewer service for the Evermoor Crosscroft 3` Addition development will be provided from an

existing sanitary sewer stub that was constructed in the existing section of Crosschffe Path off Crosscroft
Avenue. 8 -inch sanitary sewer mains will be constructed in the internal roadways as needed to provide for
sanitary sewer service throughout the proposed Crosscroft 3` Addition development.
3. Watermain
Water service will be extended from the existing Rosemount Water System. These proposed
improvements are m accordance with the Rosemount Water Supply and Distribution Plan 8 -inch ductile
iron pipe (DIP) watermam will be constructed in each internal roadway as needed to provide water service
to the individual lots and to allow for looping throughout the proposed Crosscroft 3` Addition
development. Fire hydrants will be installed along City streets in accordance with City Standards
4. Storm Sewer
The proposed storm sewer improvements include the construction of lateral storm sewer systems to serve
both the public and private road nghts -of -way. The site storm sewer systems will be designed for a 10-
year rainfall event. Most of the stormwater runoff from the site will be directed to a large existing closed
depression located in the southwest corner of the 3r Addition.
5. Funding
The funding for the lateral pubhc improvements will be collected from the developer, D.R. Horton, and
will fund 100% of project costs for streets, sanitary sewer, watermam, and storm sewer.
.A copy of the plans and specifications is on file in the Engineering Department.
SUMMARY:
Staff is requesting that the City Council adopt the attached resolution receiving the plans and specifications
and authorizing the advertising for bids for City Project #402.

A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS
AND AUTHORIZING ADVERTISEMENT OF BIDS FOR
EVERMOOR CROSSCROFT 3 STREET AND
UTILITY IMPROVEMENTS
CITY PROJECT #403
WHEREAS, the City Council of the City of Rosemount have ordered the preparation of plans and
specificauons for the Evermoor Crosscroft 3«' Street and Utility Improvements, City Project #403 and such
plans and specifications have been presented to this Council for approval:
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota:
1. Such plans and specifications are hereby approved and ordered placed on file m the office of the City
Clerk.
2. The City Clerk shall prepare and cause to be inserted in the official City newspaper and the Construction
Bulletin an advertisement for bids upon the making of such improvements under such approved plans
and specifications for City Project ##403.
3. The advertisement shall be published m each of said publications at least once not less than three (3)
weeks before the date set for opening bids, shall specify the work to be done, shall state the bids will be
pubhcly opened on May 12, 2006 at 10 00 o'clock a.m. at the Rosemount City Hall m said City and that
no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash
deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 percent of
the amount of such bid.
