Health Management ProgramAGENDA ITEM: Health Management Program AGENDA SECTION: Consent PREPARED BY: Dawn Weitzel, Assistant City Administrator Christine Watson, Management Analyst AGE ATTACHMENTS: Resolution APPROVED BY: I RECOMMENDED ACTION: Motion to adopt a resolution supporting the City of Rosemount's health management activities. 4ROSEMOUNT CITY COUNCIL City Council Meeting: April 18, 2006 EXECUTIVE SUMMARY ISSUE: Within the last two years the City of Rosemount has been focusing on helping employees become more thoughtful health cart consumers. The Insurance and Benefits Committee members are taking another step forward and not only looking at health care plan design, but also at trying to influence the way employees think about exercise, nutrition and mental health. Therefore, health management activities will be offered this year to enhance the physical, mental and emotional health of all City of Rosemount employees. Many of the clinics, seminars and activities result m very little cost to the City and the expenses will fall within the budget for this area. BACKGROUND: Many companies use wellness programs to improve employee morale, reduce health insurance costs, and decrease absenteeism. Some companies report double -digit decreases in sick leave, clime /hospital visits, disability days, and per- capita workers compensation costs as a result of their corporate wellness programs. Most importantly, a wellness program is an inexpensive way to show employees that their employer is interested m them as total persons. SUMMARY: In an effort to promote workplace wellness for all employees of the City of Rosemount, the Insurance and Benefits Cotnmittee members recommend Council approve the attached resolution supporting the City of Rosemount's health management activities. A RESOLUTION APPROVING THE EMPLOYEE HEALTH MANAGEMENT PROGRAM WHEREAS, the City of Rosemount is dedicated to helping its employees achieve greater awareness of health issues; and WHEREAS, a health management program, which includes such elements as providing health clinics /assessments and incentives for healthy lifestyle changes, has been created to enhance the physical, mental and emotional health of all City of Rosemount employees; and WHEREAS, the City Council of the City of Rosemount has determined that the employee health management program will reduce absenteeism, reduce health care costs, and increase employee morale and productivity, and is therefore in the public interest and serves a public purpose. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount approves the employee health management program and authorizes the City Administrator to expend money therefor, within the limitations of the adopted budget.
