officer position approved in the 2006 Operating Budget This hiring is contingent upon Mr,
Coughlin's eligibility for licensure as a police officer in the State of Minnesota.

EXECUTIVE SUMMARY
ISSUE
An additional police officer position was approved in the 2006 Operating Budget with an anticipated
hiring date of March 1, 2006.
BACKGROUND
A selection process for this position was conducted m which 80 applications were received.
SUMMARY
After completion of the selection process, staff recommends that Mr. Ryan Coughlin be hired as the next
pohce officer for the Rosemount Police Department. Coughlin obtained his law enforcement certificate in
March 2006 from the Center for Criminal Justice and Law Enforcement and has worked as a volunteer
Mounted Patrol for Dakota County since 1996. He is originally from the Rosemount area and still has
family living m the community.
If approved, Mr. Coughlin will begin his employment on May 8, 2006.
