EXECUTIVE SUMMARY
The City and WSB have worked to appraise and acquire property along Trunk Highway 3 of the GlenRose
of Rosemount project. The appraisals have come m and WSB has been negotiating with mdividual
property owners on behalf of the City.
WSB has acquired signed easements for the parcel hsted on the attached map Staff is asking that Council
authorize payment to the following property owners with their respective amounts:

I am writing to indicate a revised offer for the proposed permanent and temporary easement of
your property as it relates to the GlenRose improvement project. The appraisal that I presented
to you on March 15, 2006 did not include compensation for the loss of the four trees within the
easement area. I have researched replacement costs for the trees and it totals $1,200. Below is a
breakdown of the total compensation for your parcel.
Temporary Easement of 1,450 square feet
Permanent Easement of 2,900 square feet
Replacement Value for Trees (4 at $300 each)
Total Compensation

I have enclosed a copy of the appraisal of the proposed permanent and temporary easement as
related to the Peters property in Rosemount. I have also included a draft easement document for
your review. Your notarized signature is required as the fee owner. I am available to meet with
you to discuss the appraisal and easement at your convenience. I can also notarize the document
for you.
I am writing to indicate a revised offer, which I also mailed to the Peters family today, for the
proposed permanent and temporary easement of the property as it relates to the GlenRose
improvement project. I presented the appraisal to the Peters on March 15, 2006 and this
appraisal does not include compensation for the loss of the four trees within the easement area. I

I am writing to you on behalf of the City of Rosemount to indicate a revised offer for the
proposed permanent and temporary easement of your property as it relates to the GlenRose
improvement project. The appraisal that I presented to you on March 7, 2006 did not include
compensation for the loss of trees within the easement area. I have researched replacement costs
for the trees totaling $2,400. Also, the garden shed will need to be moved out of the easement
area and the City is including funds to pay you to have the shed moved outside of the temporary
and permanent easement areas by June 1, 2006. The City is also including a one time payment to
provide compensation for past use of your property for the existing sewer pipe located on the
northerly side of your property.
Below is a breakdown of the total compensation for your parcel.
Temporary Easement of 1,450 square feet $2,300
Permanent Easement of 2,900 square feet $5,600
Payment Use of Property for Existing Sewer Pipe $7,500
Replacement Value for Trees (8 at $300 each) $2,400
Payment for moving garden shed 800
Total Compensation $18,600
