EXECUTIVE SUMMARY
BACKGROUND:
At previous meetings, most recently the City Council Special Work Session on Apnl 18, 2006, the Council
has discussed a proposed ordinance to estabhsh special connection charges for sewer and water service m-
heu of special assessments associated with the County Road 38 and 132 Court Street and Utility
Improvement project This proposed ordinance has been developed in consideration of the impact and
timing of constructing sewer and water unprovements to the properues shown on the attached map and
will establish rates to be collected in addition to standard City connection charges at the time that
properties connect to the City municipal system. The proposed rates to be charged are included m the
attached resolution as an amendment to the City's Fee Resolution.
SUMMARY:
Based on Council discussion of this item, Staff is recommending adoption of the attached ordinance and
resolution.

ORDINANCE NO. XI.26
AN ORDINANCE RELATING TO CHARGES IMPOSED FOR CONNECTIONS
TO CITY WATER AND SANITARY SEWER SYSTEMS;
ADDING NEW CITY CODE SECTION 4 -1B -9
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT, MINNESOTA ORDAINS:
Section 1. The Rosemount City Code is amended by adding new Section 4 1B 9 as follows:
4 1 B 9 Water and Sewer Connection Charges.
The Council may impose, by resolution, lust and equitable charges for connection with
sewer and water facilities. Such charges may be fixed by reference to the portion of the cost
of connection that has been paid by assessment of the premises to be connected, in
companson with other premises, as well as the cost of making or supervising the connection.
Section 2. This ordinance is effective the day following its passage and publication.

A RESOLUTION AMENDING CITY COUNCIL RESOLUTION 2005 -135
WHEREAS, the City Council of the City of Rosemount, Minnesota, hereby resolves as follows:
1. Resolution No. 2005 -135 adopted by the City Council on December 20, 2005, is amended by adding
to the section entitled "PUBLIC WORKS AND ENGINEERING FEES" a new section 7,
paragraph C -1 between Section 7, paragraphs C and D, as follows:
C 1. Supplemental Water and Sanitary Sewer Connection Charges.
In addition to other charges imposed at the time of connection to water and salutary sewer systems,
supplemental connection charges, set by reference to the portion of the cost of connection that has
been paid by the premises being connected, m comparison with other premises, will be imposed and
collected from the properties, and in the amounts, listed below, for each connection made:

Such supplemental connection charges shall be increased each calendar year commencing January 1, 2007,
by three and one -half percent (3 5 from the charges of the preceding year.
