Brotzler, P.E., City Enginee >AGE i x. s d ATTACHMENTS: Resolution, Map APPROVED BY: ACTION: Motion to Adopt a Resolution Receiving Plans and Specifications and Authorizing Advertisement of Bids for the Old County Road 38/132 Court West Street Utility Improvements, City Project #387 4ROSEMOUNT City Council Meeting: May 2, 2006 ISSUE: Adopt a resolution receiving plans and specifications and authonzmg advertisement of bids for the Old County Road 38/132nd Court West Street Utility Improvements, City Project #387 BACKGROUND: CITY COUNCIL EXECUTIVE SUMMARY On February 15, 2005 a public hearing was held and the project for County Road 38 (Bonaire Path) Trunk Highway 3 to east tract line of Reflections Street and Utility Improvements, City Project #393 was ordered On October 18, 2005 the remainder of County Road 38 was ordered as County Road 38, Phase II, City Project #387 Expanding upon City Project #393, 132nd Court West Street Utility Improvements was ordered on February 7, 2006 These three projects and two project numbers have all been given the same fund accounting number and will be bid as one project, under one contract, and known as Old County Road 38/132nd Court West Street and Utility Improvements, City Project 387 This project consists of upgrading Old County Road 38 between Trunk Highway 3 and Akron Avenue (County Road 73) to a 42 -foot wide, 3 lane urban section with concrete curb and gutter Additional improvements include the construction of storm sewer, sanitary sewer, and watermam, both lateral and trunk improvements, as well as the construction of stonnwater ponds and wetland mitigation associated with the necessary wetland impacts resulting from the road widening. Improvements on 132nd Court West include paving the existing gravel roadway as a paved section The feasibility- report for 132nd Court proposed the construction of a paved rural section without curb and gutter Through the course of final design, an alternate plan has been developed to construct an urban section with curb and gutter and storm sewer A comparison of the two alternates will be presented to Council at the time that bids are received for the project. Sanitary sewer and watermain will also be included as improvements on 132nd Court West The project is proposed to be funded from multiple sources that include the City's Street CIP and Core utility funds, funds received from Dakota County as part of the County Road 38 turnback agreement, special assessments and previously collected cash payments with development along the project. A copy of the plans and specifications is on file in the Engineering Department. SUMMARY: Staff recommends that Council receive the plans and specifications and authorize the advertising of bid for the project. ATTEST: CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2006 A RESOLUTION RECEIVING THE PLANS AND SPECIFICATIONS AND AUTHORIZING ADVERTISEMENT OF BIDS FOR OLD COUNTY ROAD 381132 COURT WEST STREET UTILITY IMPROVEMETNS CITY PROJECT #387 WHEREAS, the City Council of the City of Rosemount have ordered the preparation of plans and specifications for the Old County Road 38/132nd Court West Street Utility Improvements, City Project #387and such plans and specifications have been presented to this Council for approval: NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Rosemount, Minnesota: 1. Such plans and specifications are hereby approved and ordered placed on file in the office of the City Clerk 2. The City Clerk shall prepare and cause to be inserted m the official City newspaper and the Construction Bulletin an advertisement for bids upon the making of such improvements under such approved plans and specifications for City Project #387 3. The advertisement shall be published in each of said publications at least once not less than three (3) weeks before the date set for opening bids, shall specify the work to be done, shall state the bids -will be pubhcly opened on June 9 at 10:00 o'clock a.m. at the Rosemount City Hall in said City and that no bids will be considered unless sealed and filed with the City Clerk and accompanied by a cash deposit, cashier's check, bid bond or certified check payable to the City Clerk for five (5 percent of the amount of such bid.
