The applicant, Rosemount Storage, requests a Minor Amendment to their original Planned Unit
Development (PUD) Agreement to allow a Galvalume roof with an unpainted finish. The subject
property is located north of 145 Street, south of the Railroad and west of Biscayne Avenue and will
contain five self storage buildings. The original PUD approval was granted by the City m September
of 2005
Section 11- 5 -2.1.a states "no galvanized or unfuushed steel, Galvalume or unfinished aluminum
buildings (walls or roofs), except those specifically intended to have a corrosive designed finish such as
corten steel shall be permitted in any zoning district, except in association with farming activities."
Planned Unit Development approvals allow flexibihty in land development in order to utilize new
techniques for buildmg design, construction and land development. By ordinance, Minor PUD
Amendments are administratively approved by staff However, given that this is an amendment to a
contract the City Council must approve the change.
As a result, staff approves this minor amendment to allow the proposed Galvalume roof material
based on the following findings. First, the design of the subject buildings includes a flat roof with a
rake true that should screen the roof from view. Second, the City's Building Official finds the
proposed material, while not painted, has a process apphed finish which, according to the apphcant's
documentation, is warranted longer than the factory applied painted fuush required by ordinance (see
attached memo from the Building Official dated May 12, 2006).
RECOMMENDATION
Staff recommends approval of a Minor PUD Amendment for Rosemount Storage to allow a
Galvalume roof. This recommendation is based on the findings that the roof will be screened from
view by the trim of the buildings and that the Building Official fords the proposed roofing material
is warranted longer than the factory applied painted finish material required by ordinance.

A RESOLUTION APPROVING A PUD MINOR AMENDMENT
FOR ROSEMOUNT SELF STORAGE, INC.
WHEREAS, the Community Development Department of the City of Rosemount received an
apphcatton from Rosemount Self Storage, Inc. requesting PUD Minor Amendment approval
concerning property legally described on Exhibit 1, attached; and
WHEREAS, the amendment would allow a Gavalume roof material with a processed finish; and
WHEREAS, the apphcant has agreed to add an accent band along outward facing elevation of buildings
A and B as illustrated on Exhibit 2, attached, and
WHEREAS, this is a PUD Minor Amendment that may be admimstratively reviewed by staff
subject to approval of the amended agreement by the City Council; and
WHEREAS, staff reviewed the building elevation plans, roofing materials and associated warranty
and found the roof will be screened from view by the trim of the budding and that said warranty
indicates that the Galvalume matenal with a processed finish is warranted longer than the factory
apphed painted finish; and
WHEREAS, on May 16, 2006 the City Council of the City of Rosemount reviewed staff's findings.
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
approves the PUD Minor Amendment for Rosemount Self Storage, Inc., subject to:
1. Execution of a PUD amendment agreement.
2. The Galvalume roofing material shall be screened from view by the trim of the building.
ADOPTED this 16th day of May, 2006 by the City Council of the City of Rosemount.

DECLARATION OF COVENANTS
AND RESTRICTIONS

THIS DECLARATION made this day of 2006, by Rosemount
Self Storage, Inc., a Minnesota Corporation, 2745 145 Street West, Rosemount, MN 55068
(hereinafter referred to as the "Declarant
WHEREAS, Declarant is the owner of the real property described on Exhibit 1, attached
hereto and hereby made a part hereof (hereinafter referred to as the "Subject Property"); and
WHEREAS, the Subject Property is subject to a Declaration of Covenants and Restrictions
dated March 29, 2006, and on file with the Dakota County Recorder's Office (hereinafter referred to
as the "Declaration and
WHEREAS, Declarant wishes to amend the Declaration as hereinafter provided, which
amendment has been approved and consented to by the City of Rosemount, acting through its City
Council, as evidenced by the duly authorized signatures of its officers affixed hereto.
NOW, THEREFORE, the Declarant declares that the Subject Property is, and shall be, held,
transferred, sold, conveyed and occupied subject to the covenants, conditions, and restrictions,
hereinafter set forth.
1. Paragraph 1 of the Declaration is amended by adding new subparagraph i. as
follows:
i. Site Elevation South Side with Major Trees, dated May 11, 2006, Exhibit
8.
2. Paragraph 4 of the Declaration is amended by adding new subparagraph c. as
follows:
c. Section 11- 5 -2.1.a Building Type and Construction General Provisions. The roof
for buildings A, B, C, D, and E may be made of Galvalume with a process finish.
3. Except as modified by paragraphs 1 and 2 above, the Declaration shall
remain in full force and effect.
The obligations and restrictions of this Declaration run with the land of the Subject Property
and shall be enforceable against the Declarant, its successors and assigns, by the City of Rosemount
acting through its City Council. This Declaration may be amended from time to time by a written
amendment executed by the City and the owner or owners of the lot or lots to be affected by said
amendment.

Subject: Rosemount Self Storage
As per our discussion regarding the roofing material for this complex of 6 self storage
buildings, the standing seam Galvalume roof panels are building code compliant.
Although the roof panels may appear to be non compliant with the zoning code, as
they do not have a factory applied paint finish, they are not bare metal as they have a
process applied galvanized finish. This finish, from documentation provide, is
warranted longer than the factory applied painted finishes.
I believe this roofing material to be an appropriate for this type and use of building.
