RECOMMENDED ACTION: Motion to amend City Code 1 -6 -1 to increase the annual
salary for Mayor to $8,000 and to increase the annual salary for Council Members to
$6,000.

ISSUE
The City Administrator is responsible for maintaining a compensation plan for employees to ensure
continued compliance with the State of Minnesota's pay equity laws The review of the City's
compensation schedule also attempts to remain consistent with the market for similarly sized communities
in the Twin Cittes Metropolitan Area The salaries of elected officials are not subject to the State's pay
equity laws and thus haven't been reviewed for several years. However, staff review of Rosemount's
elected official compensation rates has determined that the City is trailing the market of similarly sized
communities. The City Council discussed adjustments to the compensation schedule for the City's elected
officials at the Apnl 12 City Council work session.
BACKGROUND
The current level of compensation for the Mayor and Council Members has been in place since January,
2001. Compared to 1990 compensation levels, pay increased by $1,300 per year for the Mayor and $1,200
per year for Council Members
The City of Rosemount has followed a philosophy of implementation of equitable pay ranges for its
employees. In following this standard, staff has evaluated salaries of city councils in communities of
similar size as well as those of surrounding communities in Dakota County Dakota County cities are
circled on the salary survey attachment. Rosemount currently trails the like -sized communities of
Hastings, South St Paul and West St. Paul. Rosemount is higher than Farmington. In communities that
are similar in size and development stage to Rosemount those cities which we analyze comparatively in
terms of Key Financial Strategies (underlined in the attachment) Chaska is the only community roughly
equivalent to Rosemount's salary structure.

SUMMARY
Based on staff's analysis of comparable cities prior to the work session, staff had recommended that
salaries be adjusted to $8,400 for mayor and $6,000 for council members; a rate that is exactly the same as
the City of Hastings, which is similar in size to Rosemount. Following Council discussion at the work
session, staff is recommending an adjustment in salaries for elected officials that would pay $8,000 annually
to the mayor and $6,000 annually to council members According to Minnesota law, any action to increase
salanes of elected officials cannot take affect until after the next scheduled general election in the city.
Should Council adopt the recommendation to adjust salanes, the adjusted salaries would be effective on
January 1, 2007.

MAYOR AND COUNCIL
A. Salaries Established: Commencing January 1, 1990, the salaries for
Mayor and Council for the City shall be as follows:
Mayor $350.00 per month
Council 300.00 per month
B. Per Diem Payments: Commencing January 1, 1990, per diem in the
amount of twenty dollars ($20.00) per meeting will be paid to the Mayor
and any Councilmember who attends meetings in the City excluding
regularly and specially scheduled Council meetings. A per diem payment
in the amount of twenty five dollars ($25.00) per meeting will be paid to
the Mayor and any City Councilmember who attends meetings outside
the City. In addition to per diem for out of City meetings, expenses
incurred while attending meetings while on City business will be
reimbursed to the Mayor and Councilmembers. No more than one per
diem per day may be claimed.
C. Pursuant to Minnesota Statutes section 176.011, subdivision 9, clause 5,
the elected officials of the City of Rosemount are hereby included in
coverage of the Minnesota Workers Compensation Act. (Ord. 11.6,

AN ORDINANCE ESTABLISHING SALARIES AND COMPENSATION FOR
MAYOR AND COUNCIL FOR THE CITY OF ROSEMOUNT
THE CITY COUNCIL OF THE CITY OF ROSEMOUNT ORDAINS AS FOLLOWS:
Section 1. The Rosemount City Code 1 -6 -1 is hereby amended as follows:
1 -6 -1: SALARIES AND COMPENSATION:
A. Salaries Estabhshed: Commencing January 1, 204 2007, the salaries for mayor and
council for the city shall be as follows:
