The applicant, Celtic Crossings, LLC, requests a Minor Amendment to the Chippendale 42
Partnership Planned Umt Development (PUD) Agreement to allow consohdation of three permitted
ground signs into one single larger ground sign (see attached Signage Plans and Details) The
subject property is located in the southwest corner of County Road 42 and Crestone Avenue. By
ordinance, Minor PUD Amendments are approved administratively by staff but subject to formal
approval by the City Council.
BACKGROUND
The third and final phase of the Celtic Crossings development was approved by the City last February
and is now under construction. As part of this third phase, the apphcant desires to upgrade the site's
ground signage Currently, the site has one ground sign located adjacent to County Road 42 and could
have two additional signs; one at the main entrance from Crestone Avenue and another on the south
side of the site adjacent to 151'' Street. Under the current PUD standards, each of the three individual
signs could be up to 12' high and 100 square feet m size.
Alternatively, the applicant would like to incorporate all three signs into one larger ground sign along
County Road 42. As designed, the proposed sign would appear more like a structure, with four
distinct sides, than a typical two -sided sign and be setback 10' feet from the northern property line.
Dimensionally, the proposed sign would be 20' high, 12' 8" wide, and 10' 8" deep with a total sign
area on all four sides of 354 square feet. The proposed sign would also incorporate architectural details
from the surrounding Celtic Crossing Development including building materials, roof design, and
shamrock symbol
While the proposed sign does exceed die typical height and size standards outlined in the Chippendale
42 PUD, staff recommends approval of this request based on the findings that the proposed sign will
consohdate three ground signs into one larger sign and that this larger sign will incorporate the
architectural details from the surrounding Celuc Crossing Development including building materials, roof
design, and shamrock symbol Additionally, a similar request was granted to the neighboring Cub Foods
property which has a larger sign that is approximately 20' in height
RECOMMENDATION
Staff recommends approval of a Minor Amendment to the Chippendale 42 Partnership Planned Unit
Development (PUD) Agreement to allow consohdation of three permitted ground signs into one
single larger ground sign This recommendation is based on the findings that the apphcant will
consohdate three ground signs into one larger sign and that this larger sign will incorporate the
architectural details from the surrounding Celtic Crossing Development including building materials, roof
design, and shamrock symbol.

A RESOLUTION APPROVING A MINOR AMENDMENT TO THE
CHIPPENDALE 42 PARTNERSHIP PLANNED UNIT DEVELOPMENT AGREEMENT
WHEREAS, the Community Development Department of the City of Rosemount received an
apphcation from Celtic Crossings, LLC requesting Minor PUD Amendment approval concerning
the property legally described as.
Lot 1. Block 1, McNamara 3rd Addition, Dakota County, Minnesota.
WHEREAS, the amendment would allow the construction of a ground sign larger than the standards set
forth in the Chippendale 42 Partnership Planned Unit Development (PUD) Agreement dated March 4,
1997, and recorded with the Dakota County Recorder as document number 1416010 on April 18, 1997;
and
WHEREAS, the proposed sign will consolidate three permitted ground signs into a single ground sign
along the northern side of the site abutting County Road 42; and
WHEREAS, said sign will incorporate architectural details from the surrounding Celtic Crossing
Development including building materials, roof design, and shamrock symbol as illustrated on the plans
on file with the City of Rosemount of which a photo reduced copy is attached as Exhibit 1; and
WHEREAS, Section 11- 10 -6.E permits Minor PUD Amendments to be reviewed by staff subject
to approval of the amended agreement by the City Council; and
WHEREAS, staff reviewed the sign illustrated on Exhibit 1 and found it in conformance with the
spirit and intent of the zoning ordinance, the Comprehensive Plan, and ongmal Chippendale 42
Partnership PUD Agreement, subject to conditions; and
WHEREAS, on June 6, 2006 the City Council of the City of Rosemount reviewed and agreed with
staff's findings.
NOW, THEREFORE, BE IT RESOLVED, the Council of the City of Rosemount hereby
approves the Mirror PUD Amendment to the Chippendale 42 Partnership PUD Agreement, subject
to:
1. Execution of a PUD amendment agreement.
2. Issuance of a building permit in conformance with the sign illustrated on Exhibit 1 attached.
ADOPTED this 6th day of June, 2006 by the City Council of the City of Rosemount.

MINOR AMENDMENT TO
THE CHIPPENDALE 42 PARTNERSHIP
PLANNED UNIT DEVELOPMENT AGREEMENT
THIS DECLARATION made this day of 2006, by Celtic
Crossing, LLC, a Minnesota Company (hereinafter referred to as the "Declarant
WHEREAS, Declarant is the owner of the real property described as follows. Lot 1, Block 1,
McNamara 3` Addition, Dakota County, Minnesota, hereinafter referred to as the "Subject
Property"; and
WHEREAS, the Subject Property is subject to the existing Chippendale 42 Partnership
Planned Unit Development (PUD) Agreement, dated March 4, 1997, and recorded with the
Dakota County Recorder as document number 1416010 on April 18, 1997 (hereinafter referred to
as the "Planned Unit Development Agreement"); and
WHEREAS, Declarant wishes to amend the Planned Unit Development Agreement as
hereinafter provided, which amendment has been approved and consented to by the City of
Rosemount, acting through its City Council, as evidenced by the duly authorized signatures of its
officers affixed hereto.
NOW, THEREFORE, the Declarant declares that the Subject Property is, and shall be,
held, transferred, sold, conveyed and occupied subject to the covenants, conditions, and
restrictions, hereinafter set forth.
1. The use and development of the Subject Property shall conform to the Planned Unit
Development Agreement except as modified herein.
a. The ground sign for the subject property shall conform to the plans and
specifications illustrated on the Signage Plans and Details dated April 24, 2006
attached hereto as Exhibit 1.
b. The use and development of the Subject Property shall be subject to the
requirements of City Council Resolution No. adopted on
2006, attached hereto as Exhibit 2.
2. Except as modified by paragraph 1 of this Amendment, the Planned Unit Development
Agreement shall remain in full force and effect.
3. The obligations and restrictions of this Amendment run with the land of the Subject
Property and shall be enforceable against the Declarant, its successors and assigns, by the
City of Rosemount acting through its City Council. This Amendment may be amended
from time to time by a written amendment executed by the City and the owner or owners
of the lot or lots to be affected by said amendment.
