ISSUE:
The "2006 Schedule of Rates and Fees" should be updated to reflect a lower fee for some
Commercial /Industrial /Institutional /Public plumbing /heating alterations, repair or replacement projects.
BACKGROUND:
The "2006 Schedule of Rates and Fees" includes a minimum charge of $215 for any
commercial /industrial /institutional /public plumbing or heating alteration, repair or replacement project.
This fee is appropriate for traditional commercial projects However, there are some projects where the
permit fee is nearly the same 4 the cost of the project. Examples include the installation of a water cooler,
or a pressure reducing value. These projects are typically less than $500 and require only one or possibly
two inspections and no plan review. After reviewing the fee schedule and talking with contractors, the
charge of $215 is disproportionate to the cost of the project and the time spent by staff.

EXECUTIVE SUMMARY
Staff recommends a staggered fee to reflect project value and inspections based on the following schedule:
Set fee of $75 00 for projects valued under $3500.00 which requires one inspection
Set fee of $125.00 for projects valued under $3500.00 which requires two inspections.
For projects valued over $3500 00, 1 5% of the value of the project, with a minimum fee of
$215.00.

A RESOLUTION ESTABLISHING RATES AND FEES FOR 2006
WHEREAS, the Community Development Staff of the City of Rosemount reviewed the amount of fees for
minor commercial /industrial /institutional /pubhc projects as adopted m Resolution 2005 -135 and deemed
clarification necessary, and
WHEREAS, upon recommendation to the City Council, the City Council agrees to the amendment of certain
rates pertaining to minor commercial /industrial /institutional /public projects:
New Construction:
Commei cial /Industrial /Institutional /Public
1.5% of valuation plus $.0005 surcharge
$215.00 minimum fee plus $.0005 surcharge
Alteration /Repair/ Replace:
Commercial/ Industrial/ Institutional /Public

DAKOTA COUNTY, MINNESOTA
RESOLUTION 2006
Set fee of $75.00 for projects valued under $3500.00 which requires one inspection.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rosemount hereby approves
the amended rates and fees as hsted above.
