Staff is requesting Council input and direction on the contents of this letter.
EXECUTIVE SUMMARY
Each year, as part of Dakota County's 5 -year Capital Improvement Plan (C.I P) development, cities are
asked to submit letters of comment and request for projects as part of Dakota County's C I.P. Attached
for Council review and discussion is a draft letter to be submitted to Dakota County by June 30, 2006.

Re: Dakota County 2007 -2011 Capital improvement Program
Dear Ms. Anderson:
As requested, the City of Rosemount would offer the following continents and requests for projects
as part of Dakota County's 2007 -2011 Capital Improvement Program:
1. Right turn lane on eastbound County State Aid Highway (CSAH) 38 and by -pass lane on
westbound CSAH 38 at the intersection with Shannon Parkway.
As you are aware, the City has previously requested these improvements at the intersection
of CSAH 38 and Shannon Parkway which is a collector street within the City's street system.
While this intersection does not have a high accident rate, there is evidence that the low
number of accidents is a result of vehicles illegally making right hand turns and by- passing
left turning vehicles on the shoulders A brief video of the Intersection is included on the
enclosed CD.
Through discussions with Ms. Kristi Sebastian, Dakota County Traffic Engineer, the City
understands that Dakota County will include the addition of a tight turn lane and by -pass
lane at this intersection when CSAH 38 is scheduled for a bituminous overlay, anticipated to
occur in the next 2 to 5 years.
2. The City of Rosemount requests that the reconstruction of County Road 73 (Akron Avenue)
from 135 Street to the north corporate lunits be added to Dakota County's CIP for design
m 2008 and construction m 2009.
As previously noted, the City of Rosemount anticipates that the section of County Road 73
from 135` Street to 1 mile north will be improved as an urban section with pedestrian
facilities with the remaining 1/2 mile to the north corporate lnmt unproved as a rural section.
Similar to the current County Road 73 project from CSAH 42 to 135` Street, the City will
consider taking the lead on the project and assuming responsibility for right -of -way
acquisition through the 1 mile urban section.
3. The City of Rosemount continues to support the CSAH 42 /TH 52 Interchange project and
Dakota County's efforts to secure additional project funding. This is a high pnonty project

for the City and as such, the City will continue to work with Dakota County towards the
advancement of this project
4. The City of Rosemount would request that funding be identified for the construction of a
bituminous pathway on the east side of CSAH 33 (Diamond Path) from CSAH 42 to
Evermoor Parkway
