Re: Highway 52/42/55 Interchange Partnership Project Update
BACKGROUND
In May, 2002, the Hi wa 52 42 55 Iterchange and Hi•hwa 55 Re onal Corridor Stud
was completed by Dakota County m partnership with Mn /DOT, City of Hastings, Nmmger
Township, City of Coates and the City of Rosemount The primary objective of this study
was the assessment of the need for transportation improvements to the Highway 52, 55 and
42 corridors to accommodate future development plans m the area. The major
improvement need identified m the study with the most significant impact to the City of
Rosemount is the proposed upgrade of the Highway 52/42 interchange.
Since the completion of the Highway 52/42/55 Interch and High 55 Regional
Corridor Study the following activities have occurred
Led by Dakota County, a preliminary layout was prepared for the Highway 52/42
Interchange Project. This preliminary layout was the basis for the preparation of an
environmental assessment (EA) for the project, and an Official Map for the future
right -of -way needs for the project. Based on this preliminary layout, Mn /DOT has
developed a prehmmary project cost estimate of $416 million not including right -of-
way costs.
In July 2003, a draft EA was prepared for the Highway 52/42/55 Interchange
Partnership Project by Dakota County. The final EA was completed m February
2004 with a pubhc hearing held on March 18, 2004.
In 2005, led by Mn /DOT an Official Map of the future right -of -way needs was
prepared for the project By State Statute, a municipality has the authority to adopt
an Official Map of future right -of -way needs. The effect of an Official Map is that
the issuance of building permits and development approvals become subject to the
right -of -way needs identified by the Official Map.

In the event that a property owner applies for a building permit or development
project, the adoption of an Official Map provides a six month period for the
municipality to initiate proceedings to acquire the proposed right-of-way. In the case
of this project, the acquisition of tight -of -way would be facilitated by the City with
funding from Dakota County, Mn /DOT or other sources One source of funding
that can be accessed for right -of -way acquisition is the Right -of -Way Acquisition
Loan Fund (RALF) program admitiistered through the Metropolitan Council. The
adoption of an Official Map is a prerequisite for access to RALF funding. Should
funding not be made available to acquire the right -of -way within the six month
period, the Official Map for the property essentially becomes null and void and the
building permit or development proposed would be subject only to the
municipalities local ordinances.
As part of the City's work to develop the (now adopted) land use plan for the east
side, an assessment of the City transportation system was completed to support the
proposed Highway 52/42 interchange improvements and Highway 42 and 55
corridor improvements. This proposed transportation system is reflected in the draft
transportation plan As shown in the draft transportation plan, as improvements
occur to the Highway 52/42/55 corndors, supporting City transportation
improvements will be necessary.
CURRENT ACTIVITIES
Official Map
Based on the Official Map that has been prepared by Mn /DOT, City Staff is
working with Dakota County and Mn /DOT to develop a process for the adoption
of the Official Map. By State Statute, the City is the local governmental unit with the
authority to adopt the Official Map. Therefore, with Council concurrence, Staff will
begin working to inmate the adoption of the Official Map by Council which will
include a public hearing for all properties included m the Official Map.
Final Design
Dakota County is currently developing a Request for Proposals (RFP) to begin final
design work on the Highway 52/42 Interchange project with federal funds that have
been received by Dakota County in the amount of $250,000. In order to access
these federal dollars, a local match of 20 percent is required. Through discussions
with County Staff it is proposed that Dakota County will fund the 20 percent local
match and the City will complete the storm water design at an estimated cost of
$39,400.
As additional funding for the project becomes available, design work will continue.
The initiation and continuation of final design work will enable the project impacts

SUMMARY
for right -of -way, cost, etc. to be further refined and will place the project in a better
posmon for future federal funding opportunities
As final design work continues, it will be necessary for the City to initiate more
detailed planning and design work for the City street system adjacent to and
supporting the proposed interchange and corridor improvements. During the
preparation of the 2007 budget, Staff will be evaluating the potential inclusion of CIP
funds for future project costs that will be incurred.
As outlined above, there has been a significant amount of work that has been completed to
date for the Highway 52/42 Interchange project. Dakota County and Mn /DOT have spent
approximately $400,000 and $125,000, respectively thus fax on preliminary engineering for
the project. At this time, the primary unknown for the project is the source of funding for
co.astruction. The Dakota County and City CIP's include funding beginning m the year
2008. The anticipated primary project funding source, Mn /DOT, does not have funding
programmed for the project at this time. As plans for the All Cargo Facility are developed,
additional opportumtres for project funding may become available.
Staff will provide an overview of the Highway 52/42 Interchange project at the City Council
Work Session on June 14.

much appreciated.
Partnership will be visiting the Capitol in June. Top priority in
CSAH 24 in Cannon Falls. This project will remove the last 2

2. CSAH 47 (Hampton)
Overpass construction is currently underway ($4M), and is expected to open in
late August. The Congressman may be invited to a ribbon- cutting upon opening.

MnDOT is leading a study to develop frontage /backage roads in the area to
eliminate access directly to 52. Dakota County, Hampton, Hampton Township,
and property owners are all involved. MnDOT has approximately $900k in access
management funds (2011) for frontage roads in Hampton, but costs are expected
to approach $2M.
Dakota County has discussed funding the construction of the ramps at the time
access can be removed from 52 and the frontage roads are built. 2011?
3. CSAH 42 (Rosemount)
Conceptual design and EA complete for interchange
$250k appropriation will be used in the next year to continue preliminary design
work. MnDOT is contributing $50k to study 42/55 intersection area. City
considering taking on storm water design as their share of the study.
We are working with State Aid to allow $3.25M authorization to be available for
further design and r/w acquisition ($550k/yr for 2006 2010).
MnDOT's current estimate for the project is $27 -30M for construction.
Per MnDOT's cost participation policy, their share would be approximately 1/3 of
the total costs
We are coordinating with the City on any Air -Cargo Facility plans.
4. 111 Street to CSAH 56 (Inver Grove Heights)
Continues conversion to freeway by removing access and building frontage roads.
Dakota County is supportive of this project (no County funds involved).
