EXECUTIVE SUMMARY BACKGROUND Over the course of the last year the Port Authority and City Council has acquired, or is in the process of acquiring, four buildings within the commuiuty. The four structures are the rectory at St Joseph's, the blue daycare building at 2305 143`' Street West (City Council acquisition) 14600 Burnley Avenue, and 14570 Burnley Avenue (Port Authority acquisition). Sinular action will be requested of the Port Authority at their June 20, 2006 meeting. DISCUSSION In order to demolish all of the structures pnor to winter weather, staff has begun the process for demolition. The first step is to have an assessment done of each of the properties to assess for hazardous materials. After staff receives the report, bids for the clean -up will be solicited. Staff has also received bids for demolition of the four buildings. We have initiated this early so that the contractor can appropriately time the work; there is a desire to have the rectory removed pnot to school starting in the fall. The City received two bids for the demolition of the four structures, which are as follows: Bolander and Sons Co. $84,269 Semple Companies, Inc $48,120 Staff is recommending approval of the low bid by Semple Companies, Inc. for $48,120.00 CITY OF ROSEMOUNT DAKOTA COUNTY, MINNESOTA RESOLUTION 2006- RESOLUTION AWARDING THE DEMOLITION CONTRACT SEMPLE COMPANIES, INC. FOR $48,120.00 WHEREAS, the Port Authority and City Council for the City of Rosemount have acquired several buildings m the community expanding the City's economic development opportunities, WHEREAS, four of the building have been slated for demolition located including the rectory at St. Joseph's Church, 2305 143` Street West, 14600 Burnley Avenue and 14570 Burnley Avenue; WHEREAS, the City of Rosemount's Buildmg Official notified four contractors asking for bids relating to the demolition of the structures at the above sites; and WHEREAS, the City Council reviewed proposals submitted by two vendors and Semple Companies, Inc. was the lowest bidder for the project. NOW THEREFORE BE IT RESOLVED the City Council has chosen Semple Companies, Inc. and awarded the demolition contract m the amount not to exceed $48,120.00. ADOPTED this 20th day of June, 2006. Monday through Friday, seven o'clock (7 :00) A.M. to seven o'clock (7:00) P.M. on Saturdays and nine o'clock (9 :00) A.M. to five o'clock (5:00) P.M. on Sundays." As noted in then June 20, 2006 letter, they are requesting City approval for an exemption to the above restrictions for the completion of work between the hours of 7 a.m. and 9 p.m. on Saturdays and Sundays while painting the new tower. Staff recommends that Council approve this request with the condition that City approval may be revoked at any time if complaints are received by the City. The painting foreman has contacted the nearest neighbor, the Flach's, and they had no objection. He will contact the Novacek's tomorrow and notify them of his intent. It was also discussed with KLM that weekend work would consist of clean -up and minor touch -up that would not require full time inspection. Use of the large air compressor would also be minimal due to the minor work being done and noise should not be a concem. Dear Mr. Strand: Further to phone conversations with Evan Mackey (Carl Bolander Son's, Inc.) and a site visit to the above referenced project yesterday: We propose to complete an asbestos and other hazardous material demolition survey at the properties located at 14600 14570 Burnley Ave., 2305 143' St. W. and the property refered to in the RFP as St. Joseph's Rectory in Rosemount, MN. We intend to sample and analyze all friable materials and those materials that may become friable during the demolition procedure(s). These materials include, but are not necessarily limited to, wall and ceiling plasters and sheetrocic systems, various floor coverings, tiles and sheet linoleums and mastics plus base moldings various spline and suspended ceiling tiles and mastics, cement panels, ceiling textures and finishes, roofing materials, thermal system insulation on pipes tanks, boilers ducts, etc.We will prepare a report of our findings including a quantification and location of any asbestos containing materials found. Our all inclusive price of this project will be $3,150.00. This cost would include having MN licensed Asbestos Inspectors visit the property tb take the samples, inspect the material for friability, quantify any suspect building materials, analyze any samples that were taken and generate a clear and comprehensive report that would be delivered to you. We will also include a survey of CPC's. deteriorated lead based paint; Mercury containing products and any fluorescent light tubes and associated ballasts. We can begin our on -s'te work within 24 hours of your formal faxed notice to proceed. Any and all travel time would also be included. We understand that the buildings will be available to us after 7/5/06 and that the survey reports will he due to you by 7/13/06.
