The City received three bids with Arcon Construction Company, Inc. of Harris, Minnesota being the low bidder at $6,139,477.91. This project consists of upgrading Old County Road 38 between Trunk Highway 3 and Akron Avenue (County Road 73) to a 42 -foot wide, 3 -lane urban secuon with concrete curb and gutter. Additional improvements include the construction of storm sewer, sanitary sewer, and watermain, both lateral and trunk improvements, as well as the construction of storm water ponds and wetland mitigation associated with the necessary wetland impacts resulting from the road widening Improvements on 132 Court West include paving the existing gravel roadway as a paved section as well as sanitary sewer and watermatn construction. The total bid amount included two add alternatives to be considered by Council. The first bid alternative which was identified in the project feasibility report included work to construct a sanitary sewer line under TH 3 (South Robert Trail) to provide future sewer service to properties on the west side of TH 3 at a bid price of $79,611.65. The second bid alternative, which was not included m the project feasibility report, would add concrete curb and gutter to the 132n Court portion of the project at a bid pace of 23,855.35. The attached Letter of Recommendation provides comparison with feasibility report construction cost estimates, and discussion of bid amounts for each add alternative. The letter also provides recommendation for approval of Add Alternative No. 1, but not for approval of Add Alternative No. 2, based on the results of the bids received. SUMMARY: Staff recommends adopting the attached resolution receiving the bids and awarding the contract, including Add Alternative No. 1, to Arcon Construction Company, Inc of Harris, Minnesota in the amount of $6,115,622.56. BE IT FURTHER RESOLVED, by the City Council of the City of Rosemount, Minnesota, as follows: 1. All bids on construction of Old County Road 38/132"' Court West Street and Utility Improvements have been received and tabulated. 2. The bid of Arcon Construction Company, Inc., in the amount of $6,115,622.56, for the construction of said improvements is m accordance with the plans and specifications and advertisement for bids and is the lowest responsible bid and shall be and hereby is accepted. 3. The Mayor and Clerk are hereby authonzed and directed to enter into a contract with said bidder for the construction of said improvements for and on behalf of the City of Rosemount. 4. The City Clerk is hereby authonzed and directed to return forthwith to all bidders the deposits made with their bids, except that the deposit of all successful bidder and the next two lowest bidders shall be retained until a contract has been executed. 5. Award of the bid is contingent on the determination by the City Administrator that all necessary rights -of- entry or easements by deed or dedication have been secured for construction of the improvements. A total of three bids were received. The bids were checked for mathematical accuracy and tabulated. Please find enclosed the bid tabulation indicating the low bidder as Arcon Construction Company, Inc., Harris, Minnesota, in the amount of $6,139,477.91. The total bid Included two add alternatives. The first bid alternative which was identified in the project feasibility report included work to construct a sanitary sewer line under TH 3 (Robert Street) to provide sewer service to properties on the west side of TH 3 at a cost of $79,611.65. The second bid alternative would add concrete curb and gutter to the 132 Court construction at a cost of $23,855.35, the second bid alternative was not included in the project feasibility report. The overall amount bid, not including Add Alternate No. 2, is 1.5 percent higher than the amounts identified in the project feasibility reports. Some of the increased cost can be attributed to the feasibility report for OId CR 38 from TH 3 to the Railroad Crossing (Phase 1) which was based on 2004 dollars. In addition, there have been significant increases in the cost for ductile iron watermain and concrete storm sewer pipe. We recommend that the City Council consider these bids and award a contract to Arcon Construction Company, Inc., based on the results of the bids received. We further recommend that the bid award include Add Alternative No. 1 We are not recommending approval of Add Alternate No. 2. The total award amount would be $6,115,622 56.
