EXECUTIVE SUMMARY
ISSUE
The City of Rosemount is responsible for providing a site for Dakota County to construct a Library. The
general location of this site is the southern portion of the St. Joseph Church property. The City of
Rosemount owns all nine parcels on which the former St. Joseph's Church, Rectory, Parish Center, and
existing school occupy. Staff is proposing the preparation of one Preliminary Plat and Final Plat that
would combine the nine parcels into two parcels. One parcel would be given to Dakota County for the
Library, and the other parcel containing the former church and existing school would remain in the City's
control.
SUMMARY
WSB and Associates, Inc., the City of Rosemount's consulting engineering firm, is donating their services
for the Preluznnary Plat and Final Plat.
RECOMMENDATION
Accept the donation from WSB and Associates, Inc. to prepare the Preliminary Plat and Final Plat for the
former St. Joseph property.

Dear Honorable Mayor City Council:
WSB Associates, Inc. is pleased to present this proposal to the city for completion of platting
services for the Rosemount/Dakota County library site. WSB appreciates the opportunity to
serve as the city engineer for the city of Rosemount and has been looking for an opportunity to
partner with the city on a project of regional significance. The Rosemount/Dakota County
library site is a facility that will serve both the city of Rosemount as well as the greater area and
is an mstitution that we feel provides an important service to the public.
We know that this is a very important project for the city and one that is a significant financial
undertaking. Therefore, WSB Associates, Inc. would like to donate our services to the city for
preparation of the preliminary and final plat for this project, we would only ask that the city pay
for the title commitments for the nme properties in question and the plattmg fees at Dakota
County for checking the plat which is estimated at less than $3,000. The remainder of the cost
including the mylars would be completed and donated to the city of Rosemount by WSB
Associates, Inc.
We know that this is not a large donation, but we hope that you will accept our donation to this
important project and recognize that we value our relationship with the city of Rosemount and
