EXECUTIVE SUMMARY
BACKGROUND
Over the course of the last year the Port Authority and City Council has acquired, or is m the
process of acquiring, four buildings within the commumty The four structures are the rectory at St
Joseph's, the blue daycare building at 2305 143' Street West (City Council acquisition) 14600
Burnley Avenue, and 14570 Burnley Avenue (Port Authority acquisition).
DISCUSSION
In order to demolish all of the structures prior to winter weather, staff has begun the process for
demohnon. The first step was to have an assessment done of each of the properties to assess for
hazardous materials and then sohcit bids for the clean -up
The City received two bids for the abatement of hazardous materials of the four structures. One
was from Titan Environmental m the amount of $26,286 00. The other was from Robinson
Environmental with a list of services and costs based on quantity and square footage. Based on the
staff's assessment, the services needed for abatement of the hazardous materials at the four
properties should not exceed $8,000 00 using the costs provided by Robinson Environmental.
Staff is recommending approval of the low bid by Robinson Environmental for not more than
$8,000 00.
RECOMMENDATION
Staff is recommending approval of the attached resolution.
WHEREAS, the Port Authority and City Council for the City of Rosemount have acquired several
buildings ui the community expanding the City's economic development opporturuttes;
WHEREAS, four of the buildings have been slated for demolition includmg the rectory at St.
Joseph's Church, and three others located at 3205 143r Street West, 14600 Burnley Avenue and
14570 Burnley Avenue,
WHEREAS, the City of Rosemount's Building Official notified four contractors asking for bids
relating to the abatement of hazardous material at each demohuon site; and
WHEREAS, the City Council reviewed proposals submitted by two vendors and Robinson
Environmental was the lowest bidder for the project.
NOW THEREFORE BE IT RESOLVED the City Council has chosen Robinson
Environmental and awarded the contract not to exceed $8,000 00.

asbestos containing materials as listed, along with the stoves, furnaces, AIC units and other miscellaneous Items
listed on the building survey.
Our quote for this amount of work is $26,286.00
Proposal
We shall furnish all labor. materials, services and equipment necessary for asbestos abatement,
decontamination and waste disposal services. All work will be performed in accordance with OHSA regulations,
the Minnesota Department of Health asbestos abatement rules and all other applicable federal and state
regulations.
