BACKGROUND: In the past, Council has discussed the geometric issues at Shannon Parkway and CSAH 42. Most notably, due to an offset in the centerline of Shannon Parkway north and south of CSAH 42, the presence of opposing left turning vehicles at the mtersecuon results in a blind spot for turning vehicles. This intersection was recently discussed by Council at the June work session in conjunction with the Dakota County CIP letter. Based on Council direction, a request for left turn arrows to be added to the signal system at Shannon Parkway and CSAH 42 was included with the Dakota County CIP letter. It was noted that the addition of left turn arrows to this signal system would require the mstallauon of new mast arms to the signal system, a fairly significant improvement. Based on this and Council direction to renew the geometric issues at the mtersecuon, staff is presenting the attached scope to Council to review and develop a prehmunart design for the mtersecuon to address the geometric issues The preliminary design will also review the cross section of the intersection to evaluate options to flatten the cross section of CSAH 42. The scope also includes the development of a cost estimate for Council use with future budgeting Staff is requesting Council authorization to complete prelmmnary design and feasibility study for Shannon Parkway /CSAH 42 Intersection, ENG 0116. NOW THEREFORE BE IT RESOLVED, the Staff is directed to have the necessary preliminary design and feasibility report prepared for Shannon Parkway/CSAH 42 intersection, ENG 0116. City Engineer City of Rosemount 2875 145 Street Rosemount, MN 55066 Re: CSAH 42 at Shannon Parkway Preliminary Design /Feasibility Study Dear Mr. Brotzler: Suite 300 Minneapolis, MN 55416 Tel 763 541 -4800 Fax 763 541 -1700 WSB Associates, Inc. is pleased to submit this proposal to prepare a Preliminary Design and Feasibility Study for the intersection of CSAH 42 and Shannon Parkway. It is our understanding that Dakota County is interested in improving the signal operation of the intersection. The City Council has also raised concerns over the geometncs and Safety of the intersection. Therefore, the intent of the Preliminary Design Study would be to insure that appropriate improvements are made if and when the County upgrades the signal system. Based on this, we have developed a Scope of Services for this project. Each task is discussed below: Task 1: Data Collection This task will include collecting available data from the City of Rosemount and Dakota County for this intersection This data will include existing approach counts and turning movement counts, as available. In addition, WSB will prepare detailed base mapping of the intersection, including existing geometric layout, public and private utility locations, and right -of -way documentation. The results of this will be a detailed base map that can be utilized for preliminary design and cost estimates. Task 2: Preliminary Design WSB will prepare alternative geometric layouts, including signal phasing options for up to three build alteratives. We will work with City staff and Dakota County in development of each alternative The alternatives will include options from the realignment/widening of the intersection to stnping alternatives. This task will include preparation of detailed layouts, including both horizontal and vertical alignments through the intersection. This task will also include the preparation the preliminary cost estimate for each alternative. Task 3: Feasibility Report Preparation A Preliminary Feasibility Report will be prepared documenting the data collected for the intersection, the analysis of each geometric layout, the documentation of the estimated construction cost for each alternative and potential funding sources. Once the report has been reviewed by City staff, the final report will be presented to City Council for their review and approval. WSB is prepared to begin work on this project immediately upon approval by the City. The Preliminary Feasibility Report will be completed within three months of notice to proceed.
