RECOMMENDED ACTION: Motion to approve the labor agreement for the Tea sters,
Local 320 Collective Bargaining Unit for the years 2006 through 2007 and to authorize the
necessary signatures.

ISSUE
The City of Rosemount and the Minnesota Teamsters Pubhc and Law Enforcement Employees' Union,
Local 320 have negotiated m good -faith and have come to a tentative agreement.
BACKGROUND
Teamster members consist of Pubhc Works employees. At this time, negotiations with the Teamsters unit
have been completed for a 2006 through 2007 contract. The CBU and City have reached a tentative
agreement on the following items:
1. Memorandum of Understanding VEBA Account
Inclusion of language stipulating a contribution into the VEBA account.
2006 $530 /year
2007 $530 /year
Currently 3480 and no language regarding additional contribution
2. Memorandum of Understanding Utility Department Licenses and Pay
Discontinue the payment of any license pay after August 11 in heu of a one time pay adjustment to all
wages in Appendix "A" of 15 per hour. Those employees currently receiving hcense pay would not
receive retroactive pay exceeding the $.15 per hour.
3. Article 13.1, Work Schedules
Change 3:30 p.m to 3.00 p.m.
4. Article 17, Coffee Breaks
Omit this Article.

5. Article 25.2, Vacations
Change to maximum accrual of 240 hours for all full -time employees.
EXECUTIVE SUMMARY
6. Article 30.5, Group Insurance Benefits
Increase the hfe insurance pohcy to $15,000.

7. Article 31, Educational Reimbursement
Increase educational reimbursement rates to $1,250.

8. Article 35.1, Clothing Allowance
Change allowance to:
2006 $380 for maintenance workers and $400 for mechanics, $50 toward new work boots
2007 $390 for maintenance workers and $410 for mechanics, $50 toward new work boots
Currently $370 for maintenance workers and $390 for mechanics
9. Article 40, Duration
Two year contract.
10. Appendix A Wages
2006 3%
2007 2% on January 1 and an additional 1% on July 1.

Update
SUMMARY
On July 26, 2006 the Teamsters unit voted and approved these contract changes. The changes that have
been made to the contract are comparable with other Stanton 6 communities and other City of
Rosemount bargaining units. Therefore, it is requested that Council approve the labor agreement for the
Teamsters Local 320 Collective Bargaining Unit for the years 2006 through 2007 and to authorize the
necessary signatures.
